The IRS Placed A Lien On Hunter Biden For About $113,000 In Unpaid Taxes From Year He Served On Burisma Board

The IRS placed a tax lien on Hunter Biden seeking $112,805 in unpaid taxes from 2015, according to records the Daily Caller News Foundation obtained. The federal agency issued the previously unreported lien in November 2018 and it seeks unpaid taxes for a year in which Biden, the son of former Vice President Joe Biden, served on the boards of the Ukrainian natural gas company Burisma Holdings and the Chinese private equity firm BHR Partners.

“We have made a demand for payment of this liability, but it remains unpaid,” the IRS stated in the lien notice, which it filed with the Washington, D.C., Recorder of Deeds. “Therefore, there is a lien in favor of the United States on all property and rights to property belonging to this taxpayer for the amount of these taxes.”

The tax lien was issued against Hunter Biden and his ex-wife, Kathleen Biden, but was delivered to the same address Hunter Biden has on file with Connecticut’s Judicial Branch, an address that is also linked to his law firm, Owasco PC.

It does not appear that Hunter Biden has resolved his tax debt to the IRS. No corresponding lien release form has been filed with the Washington, D.C., Recorder of Deeds.

Hunter Biden’s lawyer, George Mesires, did not return multiple requests for comment asking whether Hunter Biden’s unpaid taxes from 2015 were related to his work with Burisma or BHR Partners and whether the lien has been released.

Hunter Biden was appointed to the board of Burisma in 2014, a post he held until 2019. Hunter Biden did not receive any direct compensation from Burisma — rather, the Ukrainian company wired funds to Rosemont Seneca Bohai (RSB), an American firm controlled by Hunter Biden’s longtime business partner Devon Archer. Between June 2014 and October 2015, RSB wired a total of $708,302 to Hunter Biden each month for undisclosed purposes while RSB was receiving funds from Burisma.

During that 17-month time frame, in June 2015, Rosemont Seneca Bohai obtained a 20% equity stake in BHR Partners, the Chinese private equity firm that Hunter Biden served on the board of starting in 2013. Hunter Biden announced in October that he would resign from BHR’s board by the end of that month, but Chinese business records the DCNF accessed on Dec. 29 still list him as a member of the firm’s board. (RELATED: Business Records Show Hunter Biden Remains On Board Of Chinese Equity Firm)

Kathleen Biden filed for divorce from Hunter Biden in 2016. She said in court documents that they faced a “shocking and overwhelming” amount of debts, including “maxed-out credit card debt, double mortgages on both real properties they own, and tax debt of at least $313,970.”

Kathleen Biden accused Hunter Biden of spending hundreds of thousands of dollars on “his own interests (including drugs, alcohol, prostitutes, strip clubs and gifts for women with whom he had sexual relations) while leaving the family with no funds to pay legitimate bills.”

They finalized their divorce in 2017.

The revelation that the IRS is seeking $112,805 in unpaid taxes from Hunter Biden comes as he’s the subject of an ongoing paternity case in Arkansas from former stripper Lunden Roberts, who’s seeking child support for their 16-month-old child.

Hunter Biden stated under oath in a Nov. 27 court document that he has been unemployed and has had no monthly income since May.

In a motion to compel discovery filed in December, Roberts said Hunter Biden has avoided his “natural and legal duty to support his child by failing to provide basic information about his income, finances, and lifestyle.”

“[I]t should, by now, be abundantly clear to the Court that the defendant is not going to provide any of his discoverable financial information unless the court forces him to do so,” the filing read.

EXCLUSIVE: IRS Launches Investigation Of Clinton Foundation

Vote In One and you get them allIRS Commissioner John Koskinen referred congressional charges of corrupt Clinton Foundation “pay-to-play” activities to his tax agency’s exempt operations office for investigation, The Daily Caller News Foundation has learned. The request to investigate the Bill, Hillary and Chelsea Clinton Foundation on charges of “public corruption” was made in a July 15 letter by 64 House Republicans to the IRS, FBI and Federal Trade Commission (FTC). They charged the foundation is “lawless.”

The initiative is being led by Rep. Marsha Blackburn, a Tennessee Republican who serves as the vice chairwoman of the House Committee on Energy and Commerce, which oversees FTC. The FTC regulates public charities alongside the IRS. The lawmakers charged the Clinton Foundation is a “lawless ‘pay-to-play’ enterprise that has been operating under a cloak of philanthropy for years and should be investigated.”

Koskinen’s July 22 reply came only a week after the House Republicans contacted the tax agency. It arrived to their offices Monday, the first opening day of the Democratic National Convention in Philadelphia.

“We have forwarded the information you have submitted to our Exempt Organizations Program in Dallas,” Koskinen told the Republicans.

The Exempt Organization Program is the division of the IRS that regulates the operations of public foundations and charities. It’s the same division that was led by former IRS official Lois Lerner when hundreds of conservative, evangelical and tea party non-profit applicants were illegally targeted and harassed by tax officials.

Blackburn told The DCNF she believes the IRS has a double standard because, “they would go after conservative groups and religious groups and organizations, but they wouldn’t be looking at the Clinton Foundation for years. It was as if they choose who they are going to audit and question. It’s not right.” 

Blackburn said she and her colleagues will “continue to push” for answers on the Clinton Foundation’s governing policies, including its insular board of directors. She said they also will examine conflicts of interest and “follow the money trail.”

“In my opinion, there’s a lack of good governance, there is the appearance of conflicts of interest, and there are continued questions about the financial dealings,” she told The DCNF.

House Republicans singled out Laureate Education and Uranium One as two companies that seemed to have paid lavish sums to the Clintons and later received official government benefits. Laureate hired former President Bill Clinton as “honorary chancellor,” paying him $16.5 million over five years. The Baltimore-based company, which operates for-profit universities in 28 countries, also donated between $1 million and $5 million to the Clinton Foundation, according to the foundation’s web site.

While Bill was collecting a paycheck from the company and his wife was secretary of state, the International Finance Corporation (IFC), an arm of the World Bank, invested $150 million in Laureate. It was the largest-ever single IFC investment to an educational company. The United States government is the largest contributor to the IFC. During that same period, the Department of State’s U.S. Agency for International Development awarded $55 million to the International Youth Foundation. Laureate CEO Douglas Becker is on the foundation’s board of directors. International Youth Foundation, the Clinton Foundation and Laureate jointly participated in foundation programs.

A Laureate spokesman denied the quid pro quo charges: “Allegations of any quid pro quo between Laureate, the International Youth Foundation and the Clintons are completely false,” she told The DCNF, adding, “the IFC’s decision to invest in Laureate had no connection to and was not influenced in any way whatsoever by Hillary Clinton.”Partyof Deceit Spin and Lies

The IFC also awarded $150 million to another company owned by Frank Giustra, a close friend of Bill Clinton. Giustra donated $100 million to create the “Clinton Giustra Enterprise Partnership” within the Clinton Foundation. The funds went to Pacific Infrastructure, a company in which Giustra had a significant financial stake. The company was to build a port and oil pipeline in Colombia that was strenuously opposed by environmental and human rights groups because the pipeline sliced through five indigenous villages and forcibly displaced the tribes.

Giustra also was an owner in Uranium One, a uranium mining company with operations in Kazakhstan and in the western United States. Giustra wanted to sell a share of the uranium business to Russia’s atomic energy agency, which required U.S. approval, including that of Secretary Clinton. The Russian investment was approved.

Blackburn added that it appeared the Clinton Foundation — which was tax-exempt only to construct and manage Clinton’s presidential library — never got IRS approval to become a tax-exempt global organization with operations in Africa, Asia, Latin America, the Pacific and the Caribbean.

“In the Clinton Foundation we have a charity that has never filed the appropriate paperwork,” Blackburn charged.

Charles Ortel, a Wall Street analyst who has been investigating the Clinton Foundation, told TheDCNF that the expansion of the foundation into a global giant was not legally approved by the IRS.

“It’s crystal clear in a review of their application that their purposes were narrowly limited, as they should have been, to a presidential archive in Little Rock, Arkansas,” he said to The DCNF. “End of discussion.”

Blackburn also questions the makeup of the Clinton Foundation’s board of directors, which IRS rules require include independent, arm’s-length board members. The Clinton Foundation board mainly consists of close friends, business colleagues and big donors to the Clintons, as reported by The DCNF.

“All charities need to guard against incestuous relationships which limit their ability to be objective,” the congresswoman said. “In the Clinton Foundation, we see a lack of diversity within their board.”

Uranium One did not respond to The DCNF’s request for comment. The Clinton Foundation also did not respond to The DCNF’s request for comment.

When the Republican Congress passed welfare reform in 1996, one of the provisions prohibited immigrants from going on welfare for the first five years they were here — a mere five years! It turned out to be the single biggest savings of the entire welfare bill. The New York Times immediately denounced the provision, demanding that at “the very least,” immigrants get food stamps if they become “disabled” after arriving — i.e., the biggest scam in the welfare apparatus — and also that they be eligible for health care under Medicaid. Previewing the line that would soon be adopted by the Democrats’ plaything, Sen. Marco Rubio, the Times proclaimed: “After all, legal immigrants pay taxes like everyone else.”Picture3

No, they don’t. Perhaps the Times is unfamiliar with America’s tax system, but half the country doesn’t pay taxes. The only contact most immigrants have with the Internal Revenue Service is to receive money under the Earned Income Tax Credit. That’s money meant for America’s poor!

Also “cruel,” according to the Times, was the Republican Congress’ cut of $20 billion from legal aid for immigrants. (Americans: WE GIVE FREE LEGAL AID TO IMMIGRANTS?) Yes, it’s “cruel” for the American taxpayer not to spring for lawyers suing taxpayers for yet more immigrant benefits.

At the risk of striking a discordant note: We don’t have an obligation to bring in people who need government assistance intended for our own people. You only have to do something you don’t want to do if you’re obliged morally, legally or with a gun to your head. You have to invite your relatives to Thanksgiving dinner because you’d be a jerk not to — but you don’t have to invite your neighbor’s relatives to dinner.burke

What is the point of bringing in immigrants whom we have to help? Oh, I remember now! The rich need cheap labor and the Democrats need welfare-dependent voters.

One year before Clinton’s re-election in 1996, the Immigration and Naturalization Service began running a “pro-Democrat voter mill” — as the agency itself complained — by processing 1 million citizenship applications before Election Day. It was, The Washington Post said, among “the most damning indictments ever leveled at the immigration service: that it has cheapened U.S. citizenship.” Thousands of criminals were made citizens to ensure Clinton’s re-election. If felony records were ignored, it goes without saying that there was zero effort at enforcing other basic citizenship requirements, such as having good moral character, five years’ U.S. residency or an understanding of American civics.

Kennedy’s 1965 immigration bill, combined with white self-loathing and, in some quarters, WASP-loathing, has made it impossible for America to assert any sensible traditions, even abandoning the requirement that immigrants learn English, our “common medium of speech,” as Justice Louis Brandeis put it.

And if tolerance is so important, why aren’t Third World immigrants asked to be tolerant of American laws and morals? Obamas IRS GestapoEx-Internal Revenue Service (IRS) official Lois Lerner spoke at a 2010 government Trigger the Voteconference where Lerner’s underling Nikole Flax announced the new IRS program scrutinizing groups applying for tax-exempt status.

Both Lerner and Flax experienced “computer crashes” that led to the permanent deletion of their emails, according to the IRS, which said it cannot hand over their emails to congressional investigators on two House committees.

Both Lerner and Flax briefed fellow government bureaucrats on the new targeting at the conference, where Lerner appeared at a workshop called “Will the IRS Come Knocking?”

Flax announced the new program scrutinizing groups at the Washington Non-Profit Legal & Tax Conference at the Grand Hyatt in Washington, D.C. from February 18-19, 2010. At the time, Flax worked under Lerner in the Exempt Organizations office.

Obama's IRS GestapoLerner gave a luncheon speech at a morning session featuring workshops entitled “Current Developments Affecting Exempt Organizations” and “Will the IRS Come Knocking? What You Need To Know About IRS Audit Plans And Practices For Tax Exempts,” which was moderated by Washington lawyer and former IRS exempt director Marcus S. Owens. Lerner served as “government faculty” for the conference, according to a program obtained by The Daily Caller.

Flax, a frequent White House visitor, announced that 155 new employees were recently added to the Exempt Organizations office, and said that 100 of these employees would be working in the examinations office to audit nonprofit groups. Flax also announced the addition of new Washington-based “tax law specialists” to work on private-letter rulings for groups that would need renewal of their charitable tax-exempt status.

“They basically have to start over,” Flax said about groups coming up on a newly imposed three-year deadline for charitable tax status. “In the interim period, there obviously will be tax issues.”

The IRS began flagging tea party applications in February 2010, the month of the Washington conference.

“The Conference addresses all issues of relevance to non-profit organizations, including the latest developments. The focus is also on practical information that can be put to use with an immediate impact,” according to a promotional description of the event. Rooms at the conference valued at $479 per night were available to government employees on a group plan at $239.

Flax went on to serve as chief of staff to IRS commissioner Steven T. Miller.

Flax made 31 visits to the White House between July 12, 2010 and May 8, 2013, according to White House visitor logs. Flax’s visits started in the early days of the IRS targeting program and ended just two days before the IRS scandal broke on May 10, 2013. Flax met twice in the Eisenhower Executive Office Building with Jeanne Lambrew, a top adviser to President Obama who exchanged confidential information on conservative groups with Lerner.

From supplying terrorist organizations such as Al Qaeda, the Muslim Brotherhood, and countless other Islamic Jihadists in N. Africa, the Mid-East, Indonesia, and Europe with billions of dollars in weapons, billions in financial aid, and actual military help, to purposely busing and flying in hundreds of thousand illegal aliens per day via Homeland Security.

We now have the dirtiest most corrupt President ever to hold office, making Richard M. Nixon look like the most honest President we ever had, when comparing the two. At least Nixon loved America; Obama hates the very core of American values of which make us great.

A President, who loves his country, would not aid enemies who have only our destruction in mind. Yet, Obama has made his whole foreign policy about helping terrorist organizations gain control of countries.

Last year, in Obama’s quest to aid Al Qaeda and other terrorist factions fighting in Syria by wanting to bomb the Assad regime, we now see these same Islamic factions taking over Iraq via all the aid in arms, money, and military training we did supply them. It stands to reason that Obama does not want to help the Iraq government since his vision was to see Islamists take power across the Mid-East in the first place.

ConfusedObama and John Kerry have done everything possible to damage beyond recognition the friendship the US has had with key allies such as Israel and Russia. Today, we stand in opposition to Israel because of Obama’s agenda to transform the Mid-East into a region completely run by terrorist organizations, labeling Israel as an oppressive state and doing everything possible short of cutting ties with them altogether.

We now live in a Cold War atmosphere with Russia over events in Ukraine, which were stoked by our own CIA in the first place.

The Benghazi cover up is clear to anyone who has been following US foreign policy. This Administration has to keep these events swept under the rug since it was the very terrorist organizations the Obama Administration is supporting who are responsible for killing Americans on that day.

Because of the massive opposition to the Obama Administration’s desire to grant Amnesty to millions of Illegal Aliens, the President has given orders for all Border Patrol agents to stand down and has Homeland Security busing and flying hundreds of thousands of Illegals into the US daily from Central America with the help of the drug cartels.

The recent Federal land grab in New Mexico is also part of the Obama strategy in creating a flood of illegal immigrants.

So, now, instead of having hundreds cross our southern border each day, we now have thousands getting a free ride here daily.

In light of the massive domestic spying by the NSA, CIA, and other clandestine organizations on American citizens, we know this isn’t a problem since these organizations do have these E-Mails.

Just because one part of the country has seemingly lost its mind and is willing to give up their freedom for the promise of more security doesn’t mean everyone is on board.

In Texas, where voters took to the polls Tuesday night, a completely different set of ideas is at play. And if nationwide sentiment is any indication, other conservative and libertarian leaning states will soon follow.

Though only about half of the votes have been tallied so far, the people of Texas have spoken. It’s a roar, in fact. Voters are standing in unison and have overwhelmingly approved a variety of propositions that may well send shivers down the spines of supporters of things like universal health care, rampant welfare dependency, special privileges and gun rights.

The following results speak for themselves.

First on the chopping block is the Patient Affordable Care Act, more commonly known as Obamacare.  Apparently, 93% of Texans don’t take well to having the federal government mandate what they should or shouldn’t buy with the penalty for non-compliance being IRS harassment and prison time:

A member of Congress is warning that it’s time to “prosecute” the IRS, and a top-flight legal team is planning an investigation – with the possibility of a request for congressional hearings – after discovering from a WND report that the IRS sends small exempt organizations to a major progressive think tank to have tax details processed.

“We’re going to be conducting an investigation,” said attorney Kevin Snider of the Pacific Justice Institute. “If there’s something that’s questionable, we’re going to ask for congressional hearings.”

He said the government needs to have a standard “above reproach” and exhibiting “complete neutrality” for its operations, especially in work such as that conducted by the IRS, which already has been facing criticism for its admitted targeting of conservative organizations.

The warning about a prosecution came from Rep. Michele Bachmann, R-Minn., who said, “WND did the investigation the IRS refused to do.”

“The IRS fox isn’t guarding the henhouse,” she said, “The IRS fox has set up the deep fryer for immediate carcass processing! Served ‘progressive style’!”

She continued, “The people to Holder: Time to prosecute!”

WND’s report revealed the IRS contracts with an avowedly “progressive” organization, the Urban Institute, supported by George Soros to process data filed by smaller tax-exempt groups.

The president of Urban Institute, also, is Sarah Rosen Wartell, who is the co-founder of the Center for American Progress. That widely is considered ground zero for the development of many of the Obama administration’s progressive policies.

For certain organizations with limited income and charitable goals, the IRS directs them to file with that supposedly “nonpartisan” organization, where employees have a record of donating nearly 100 percent of their political contributions to Democrats.

Officially, the Urban Institute advocates for totally socialized medicine, carbon taxes and amnesty for illegal aliens.

Cleta Mitchell, a top-flight Washington attorney, told WND, “If true, this is a violation of federal law. And since most of the tea-party groups have annual revenues of [$50,000] or less, this would redirect their filings to a group whose mission is fundamentally at odds with tea-party organizations.”

She continued, “Federal law strictly prohibits the disclosure of confidential taxpayer information to persons outside the IRS. It is a felony to disseminate the information.

“Surely this cannot be happening. Surely,” she said. “This would be well more than a ‘smidgen’ of corruption.”

Mitchell, a partner in the Washington-based law firm Foley & Lardner LLP, is well known for providing expert legal advice to conservative groups seeking tax-exempt status.

She was referring to Obama’s claim on Sunday that there is no IRS scandal, and his insistence there was “not even a smidgen of corruption” in the agency’s targeting of conservative groups applying for tax-exempt status.

Snider told WND another approach might be to seek a court order staying action on certain IRS procedures “until the Urban Institute is out of the picture.”

And Tom Fitton, chief of Judicial Watch, recalled for WND his own organization’s fights with the IRS.

That followed immediately after Judicial Watch’s criticism of then-President Bill Clinton.

“They essentially audited us for our entire history up to that point,” he said. “We were told, ‘What do you expect when you sue the president? If you’re going to scrutinize the president, the government is going to scrutinize you.’”

The organization has detailed its war with the IRS in “The Corruption Chronicles: Obama’s Big Secrecy, Big Corruption, and Big Government.”

Fitton recalled that it was a memo from the White House to the IRS commissioner that started the audits of his organization.

“No one did anything about it,” he said. “It was as lawless as anything Nixon would have dreamed of.”

Then, he said, “Look what’s happening now.”

David French, senior counsel for the American Center for Law and Justice, which is representing dozens of those targeted tea-party groups, said, “It’s disturbing but hardly surprising that the IRS – which has proven itself to be a highly partisan government agency – has partnered with partisans outside the government. Partnering with politic radicals to perform a basic function of the IRS is no way to run a government.

“This is just the latest in a series of IRS behaviors that are unacceptable. This revelation adds to the decline in trust and confidence that Americans have in the Obama administration. And it’s one more reason that we believe it’s time for a special prosecutor – an independent investigation – to hold those responsible for corruption and abuse accountable.”

WND columnist Christopher Monckton of Brenchley suggested another approach altogether.

“Where a department behaves as corruptly as the IRS, first selectively moving against conservative nonprofits only and then forcing all nonprofits to file their tax returns with a hard-left group only, with the menace that if they did not do so they would lose their nonprofit status, one statute springs to mind.

“The RICO statute,” he wrote.

“The IRS, by its actions, has shown itself to be a racketeer-influenced criminal organization. The nonprofits should band together, now, and mount a RICO action against it.

“Their lawyers will tell them they cannot possibly win. But they will win. And win big. The RICO statute, designed to deal with an earlier generation of Chicago gangsters, pays the successful plaintiffs three times their costs in fighting the action. Once the courts have held the IRS to be corrupt, it can and will be closed down,” he wrote.

He said a foreign company should be contracted for the IRS work.

“An organization that has behaved with such outrageous disregard for the iron obligation of strict political neutrality that is the first and most sacred duty of any tax-gatherer can only have done so because throughout its senior management there is ingrained contempt for the taxpayer and for the law,” he added. “The IRS has put politics above the law. Sack the lot.”

The IRS targeting of tea-party and conservative groups arose in May 2013 when the agency admitted during a news conference that groups with “tea party” or “patriots” in their names were flagged for extra IRS review.

Dozens of organizations ultimately filed lawsuits over the targeting, and members have testified about the questions they faced from the IRS, such as about the content of their prayers, whether they would promise not to protest the Planned Parenthood abortion agenda, and others.

Many still are in court, and Mitchell explained to Congress she knew that as far back as October of 2011 the targeting was being guided by Washington, because when she contacted the Cincinnati IRS agent assigned to one of her clients and offered to try to help smooth the application process, she said she was told, “Oh, there’s a task force in Washington; we can’t do anything until we hear back from Washington.”

Rep. Trey Gowdy, R-S.C., was baffled by the president’s defense of the actions.

“How can the president say there’s not a smidgen of criminality when Lois Lerner invoked the 5th Amendment, 41 witnesses haven’t been interviewed – including the two that are here right now? How can he possibly draw that conclusion?!” Gowdy demanded.

The latest maneuver in the continuing battle is the pending proposal from the IRS to impose new rules on those nonprofits that essentially would prevent them from speaking about candidates or issues.

“This is a real assault on the First Amendment rights of American citizens, and we need to do everything we can to stop the IRS from implementing these new rules,” Mitchell said.

She said the goal of the rules is “to restrict the free speech of conservatives in the United States. Progressives tend to focus on process issues, and these new IRS regulations are a direct attempt by the political left to rewrite the rules of political engagement unfairly in their favor.”

Even the Los Angeles Times has unabashedly labeled the Urban Institute a “leading liberal think tank.”

It has released dozens of extensive reports advocating redistribution through taxes. The “Tax Distribution and Economic Trends” section of its website provides links to many of those reports.

The group is a proponent of the carbon tax, which has been criticized as too heavily taxing the United States while distributing those funds to the Third World.

Just last year, Soros provided a $250,000 grant to the organization for “collecting data and conducting sophisticated empirical research and analysis on the impact of various proposals for housing finance reforms on low-income families, communities of color and underserved markets.”

Another Urban Institute donor is the Joyce Foundation, an anti-gun group where Obama served on the board from 1994 to 2002.

While Obama was on the Joyce Foundation board, the organization granted tens of millions of dollars to gun-control organizations. Also numerous large grants were provided to a group called Leadership for Quality Education, which was run by John Ayers, the brother of Weatherman terrorist Bill Ayers.

The institute gets huge amounts of federal dollars, getting nearly $55 million “during the last few years of the Clinton administration.” A 2011 filing by the organization revealed that its “government grants (contributions)” during that year totaled more than $44 million.

The Form 990, which the IRS directs exempt groups to file through the Urban Institute, provides the public with financial information about the group, and it also is used by the government to keep up to date with nonprofits and prevent such organizations from abusing their tax-exempt status.

Failure to complete a Form 990 for three consecutive years automatically results in the loss of tax-exempt status.

The forms can be filed by larger organizations either electronically or by filling out and mailing a complete form manually. Most nonprofits whose annual gross receipts are $50,000 or less are required to electronically submit Form 990, which is also known as the e-Postcard.

In 2007, the IRS modified its Form 990, requiring more significant disclosures on corporate governance and boards of directors.

The Urban Institute’s partnership with the IRS, meanwhile, goes back to 1997, when the nonprofit was contracted to digitize and help make the data associated with Form 990s more accessible to the public.

Also in 1997, the Urban Institute contracted with Philanthropic Research, Inc., which later renamed itself GuideStar, to digitize form 990s.

During Clinton’s term in office, IRS audits were conducted against individuals and groups who caused problems for the administration. Several prominent conservative groups found themselves facing IRS audits following their criticism of the president and his policies. Among the conservative groups targeted for audits were the Heritage Foundation, the National Rifle Association, Concerned Women of America, Citizens Against Government Waste, National Review, American Spectator, David Horowitz’s Center for the Study of Popular Culture and the Western Journalism Center.

In his 1999 column, “Clinton’s IRS gestapo,” WND Editor Joseph Farah wrote, “In a very real way, the IRS has been Clinton’s secret police agency – the go-to guys when no other punishment will do.”

A leader of a small exempt organization, who did not want his name used, told WND, “By unconstitutionally using a left-leaning ‘think tank’ to decide who lives or dies, Obama has turned the IRS into a conservative tar pit run by liberal policy activists. By denying 501c(4) status to conservative 501c(3) nonprofits, they are already trapped as non-political entities. Where most non-501c(4) organizations advocate for something in their area of interest, they are corralled for mass sacrifice on the altar of radical liberalism. I predict we will see mass revocations of thousands of good conservative corporate charters, most likely done all at the same time so we cannot stop them in time. This must be stopped now and a transparent, objective, non-partisan method for reviewing 990-N forms implemented immediately before the mass execution takes place.”

WASHINGTON – Though President Obama insists the Internal Revenue Service is not guilty of the political targeting of nonprofits, WND has learned the agency contracts with an avowedly “progressive” organization supported by George Soros to process data filed by smaller tax-exempt groups.

The federal agency process sends details contained in the annual filings for organizations with $50,000 in annual receipts or less to the Urban Institute, which is funded at least partly by government payments as well as contributions from far-left activist George Soros.

The IRS page directs groups to file with the Urban Institute, although apparently other providers also can file the Form 990 documentation, which is required of every nonprofit, small and large.

The IRS.gov page on the “Annual Electronic Filing Requirement for Small Exempt Organizations – Form 990-N (e-Postcard)” includes instructions to file online, and includes a direct link to the Urban Institute.

It’s for “most small tax-exempt organizations whose annual gross receipts are normally $50,000 or less,” since they are “required” to electronically submit Form 990-N, unless they choose an alternative Form 990 or Form 990-EZ.

“The organization that fails to file required e-Postcards … for three consecutive years will automatically lose its tax-exempt status,” the IRS warns.

There, in the “How to File” box, are instructions to use “this link” to file. The IRS explains, “When you access the system, you will leave the IRS site and file the e-Postcard with the IRS through our trusted partner, Urban Institute. The form must be completed and filed electronically. There is no paper form.”

That link leads to a page offering operations to “File your Electronic Form 990-N (e-Postcard).” You can register as a “New User” and you can “Create your Form 990-N.”

And “Submit your Form 990-N.”

The page URL is for “epostcard.form990.org,” and it carries the logo of the Urban Institute.

The supposedly “nonpartisan” organization’s employees have a record of donating nearly 100 percent of their political contributions to Democrats, and officially, the Urban Institute advocates for totally socialized medicine, carbon taxes and amnesty for illegal aliens.

And UI’s president, Sarah Rosen Wartell, is the co-founder of the Center for American Progress, widely considered ground zero for the development of many of the Obama administration’s progressive policies.

“The IRS scandal is not just a bone-headed bunch of bureaucrats in some remote office, contrary to what the president of the United States told the American people,” she said.

She told the House Government Reform and Oversight committee the attacks were politically motivated because the direction came from “political elites in Washington — not in Cincinnati, but Washington.”

“In 2001, UI and the Brookings Institution began collaboration on a Tax Policy Center (TPC) to discredit President George W. Bush’s tax cut plans, which UI claimed disproportionately and unjustly favored ‘the wealthy,’” a report from Discover the Networks said.

The institute lamented “societal obstacles” that allegedly prevented African-Americans from prospering. It argued “public insurance appears to offer the best financial protection from high out-of-pocket expenses and financial burden for low-income families.” And its reports make “no distinction between legal immigrants and illegal aliens.”

The Urban Institute says it “gathers data, conducts research, evaluates programs, offers technical assistance overseas, and educates Americans on social and economic issues – to foster sound public policy and effective government.”

The Urban Institute got into the tax forms with the help of the IRS, which turned over documentation from 200,000 nonprofits from the American Cancer Society to the Heritage Foundation so a database could be created.

At the time, Linda Lampkin of the Urban Institute’s National Center for Charitable Statistics touted it as a way for individuals to access information about nonprofits.

A report in the Washington Post said Urban Institute officials, at one time while President Reagan was in office, accused Republicans of defunding the organization because of its leftist bias. At that point, it made connections with Ford, Mellon and other foundations for support.

It also started getting contributions from Aetna Life and Casualty, Exxon and General Dynamics. Among Ford’s funded projects was a study on immigration.

And an entire page at the Urban Institute’s website is dedicated to the IRS tea-party scandal, which is described as “small.”

Just last year, Soros provided a $250,000 grant for “collecting data and conducting sophisticated empirical research and analysis on the impact of various proposals for housing finance reforms on low-income families, communities of color and underserved markets.”

Another Urban Institute donor is the Joyce Foundation, an anti-gun group where Obama served on the board from 1994 to 2002.

Joyce gave a $400,000 grant to the controversial Media Matters progressive activist group in 2010, purportedly to “support a gun and public safety issue initiative.”

While Obama was on the Joyce Foundation board, the organization granted tens of millions of dollars to gun-control organizations. Also numerous large grants were provided to a group called Leadership for Quality Education, which was run by John Ayers, the brother of Weatherman terrorist Bill Ayers.

Also while Obama was at Joyce, the foundation gave numerous grants to the Small Schools workshop at the University of Chicago, which was founded by Bill Ayers and is run by avowed communist activist Mike Klonsky, who served with Ayers in the Students for a Democratic Society.

A 2011 US News and World Report story revealed that the Urban Institute’s orientation is “liberal” and of the $79,000 in political donations by employees from 2003-2010, zero percent went to Republicans or third-party candidates. Every penny donated went to a Democrat. A WND investigation of the donations and backgrounds of Urban Institute officers and trustees, found:

  • Freeman Hrabowski, vice chairman of the Urban Institute board of trustees, donated $5,000 to the Obama victory fund in 2008 and $1,000 to Hillary Clinton’s presidential campaign. In 2012, he donated $5,000 to Obama’s victory fund. Since 2004, he has donated $21,900 – all to Democrat candidates.
  • Jamie S. Gorelick, vice chairman of the Urban Institute board of trustees, served as President Bill Clinton’s deputy attorney general from 1994 to 1997 and also as vice chairman of Fannie Mae from 1997 to 2003, the year Fannie Mae was accused of improper accounting after it showed $9 billion in unrecorded losses. Gorelick was paid more than $26 million as a top Fannie Mae executive before the mortgage giant received a taxpayer-funded bailout. Gorelick is also reportedly the official blamed for the pre-Sept. 11 “wall of separation” that prevented the CIA and FBI from comparing investigation notes. She was appointed by former Sen. Tom Daschle, D-S.D., to serve on the 9-11 Commission. Since 2000, Gorelick has contributed at least $257,150 to Democrat candidates and leftist organizations – including $10,000 to Obama’s 2008 victory fund and $10,000 to his 2012 victory fund – and only $6,500 to Republicans. She is also a major donor to the Urban Institute.
  • Joel L. Fleishman, listed as the Urban Institute’s chairman of the Board of Trustees, gave $2,300 to Obama’s 2008 campaign. Since 2000, he has contributed $28,209 – all to Democrat candidates.
  • Robert D. Reischauer, listed as president of the Urban Institute in 2010, was a senior fellow of economic studies at the leftist think-tank the Brookings Institution in the late ’80s and ’90s. While he worked for the Urban Institute, he donated $2,000 to Democrat candidates.
  • Donald A. Baer, Urban Institute trustee, was a senior adviser to President Clinton from 1994-1998, including stints as director of strategic planning and communications and as chief speechwriter/director of speech writing and research. Baer has donated $4,750 to only Democrats since 2010.
  • Erskine B. Bowles, Urban Institute trustee, is former co-chair of President Obama’s National Commission on Fiscal Responsibility and Reform. Bowles is also a former member of the National Economic Council and National Security Council. He served as President Clinton’s chief of staff from 1996 to 1998 and deputy chief of staff from 1994 to 1995. Bowles has donated more than $8,000 to only Democrats since 2010.
  • Henry G. Cisneros, Urban Institute trustee, was Clinton’s secretary of the Department of Housing and Urban Development from 1993-97. Cisneros has donated $7,500 to only Democrats since 2010.
  • Marne L. Levine, Urban Institute trustee, is Facebook vice president of global public policy. Levine was chief of staff of Obama’s National Economic Council and special assistant to the president for economic policy. From 2001 to 2003, Levine served as chief of staff for Harvard University President Larry Summers, who served as deputy secretary of the treasury in the Clinton administration. Under President Clinton, she was deputy assistant treasury secretary for banking and finance. Levine has donated $3,000 to Democrats and $5,000 specifically to Obama since 2010.

Among other Urban Institute donors are the American Express Foundation, the Energy Foundation, the Fannie Mae Foundation, the Ford Foundation and the Soros-funded Open Society Institute.

The organization also receives huge amounts of federal dollars, getting nearly $55 million “during the last few years of the Clinton administration.” A 2011 filing by the organization revealed that its “government grants (contributions)” during that year totaled more than $44 million.

The Urban Institute was awarded substantial Treasury Department contracts in 2006 and 2007 when President George W. Bush was in office, totaling $2,082,685. However, both of the contracts are fairly straightforward and listed as “New Market Tax Credit Program Evaluation.” The Treasury Department explains, “The New Markets Tax Credit Program (NMTC Program) was established by Congress in 2000 to spur new or increased investments into operating businesses and real estate projects located in low-income communities.”

Many of the government contract databases offer very few details on Urban Institute contracts predating 2006.

In fiscal year 2014, the Treasury Department specifically awarded more than $4 million in contracts to the Urban Institute. There’s no indication whether those funds were used specifically for screening nonprofit applications for the IRS. Many of the services are vaguely categorized as “Program Evaluation Services,” “Special Studies/Analysis – Data,” “Other Professional Services” and “Operations Research and Quantitative.” Further descriptions include, “data matching services” for the IRS or “modification to add scope to research project.”

And federal records suggest there was a surge in prime awards payments from the Treasury Department to the Urban Institute in 2012, several months before the presidential election and when the IRS targeting of conservative groups was in full swing.

Current donors include the Ford and MacArthur foundations, Bill Gates’ foundation, the Annie E. Casey Foundation, the Popplestone Foundation, Stoneman Family Foundation, Price Family Charitable Fund and others.

Officials with the IRS did not respond to WND requests for comment.

And former IRS official Marcus Owens told WND the process probably is viewed by the IRS as a cost-effective way of processing data.

Getting the Lead Out – Obama’s EPA Goes after Second  Amendment by Aiming at Bullets

It seems virtually every federal government agency, at least under this  president, is a rogue agency.

That’s not quite accurate. You see, when one hears the word rogue, it  conjures up thoughts of abandoning one’s directive. “Oh him – he went rogue. We  can no longer control him.” That type of thing.

So that’s not really accurate, for it appears that this administration’s  prime directive is to allow these agencies to go rogue, from our point of view.  Just look at the evidence of department after departments’ involvement in one  scandal after another.

Ammunition2Yet, there is one agency that is head and shoulders  above all in the “rogue” department, the Environmental Protection Agency. This  is the agency that, if left unchecked, can literally mean the end of our  country.

Not that the IRS, or Homeland Security, or  other federal departments aren’t also dangerous; they are, but none more than  the EPA. It’s not even close.

What other single entity is capable of shutting down entire industries. They  are in charge of the air we breathe, the water we drink, and the land on which  we walk. That’s pretty much everything.

The latest industry to be quite literally driven into extinction by the EPA  is the lead refining industry. The last lead refiner in America will close its  doors forever on December 31, 2013. All do to stricter and stricter  “regulation”. And gee, what is lead used in?  Why bullets, of course.  Is  this the administration’s way around legislation to disarm the people? Yeah  it  is! Without bullets, are guns pretty much useless? Yeah they are! Get  it?

See, that’s what the EPA does. It tells industries that they are welcome to  stay in business if they just adhere to these new standards. These standards  are  for our own good, you know.

“What do you mean adherence will bankrupt your company? What do you mean the  new standards are ridiculous, unnecessary and can’t be met? Oh well, I guess  you’ll just have to close down.” That’s how it works, every time, and the  consequences to this country will continue to mount as more and more industries  are driven into extinction, or at least out of the country.

Now, if the EPA were really concerned with curbing pollution in the air and  water, shouldn’t it take a more worldly view? After all, we do share the air  and  water with the rest of the earth. It’s not just ours. And isn’t that the  left’s  mantra, to “save the planet”, not just save our country?

Knowing this, why wouldn’t EPA prefer to keep industries in this country  where they can be reasonably regulated, rather than driving them to China or  some third world hole with little to no air or water quality standards?

Well silly, that’s not the EPA’s job. The EPA  is an agency full of looney environmentalist wackos and Communists whose  mission  is to rid us of the evil capitalist free market  system. It’s  that simple.

America’s industries are cleaner than they’ve ever been and certainly cleaner  than the rest of the world, yet still, that’s not good enough. And why? Because  they still exist in this country.

The leftists at the EPA won’t be satisfied until all the “dirty” industries  have been driven out and replaced with windmills and  unicorns.

Only then can they rest.

Republican members of the House Energy and Commerce Committee are looking into allegations that the Internal Revenue Service seized 60 million medical records from a California health care provider.

“(T)he Committee on Energy and Commerce is investigating allegations that the Internal Revenue Service (IRS), in the course of executing a search warrant at a California health care provider’s corporate headquarters in March 2011, improperly seized the personal medical records of millions of American citizens in possible violation of the Fourth Amendment to the United States Constitution,” members of the committee wrote in a letter Tuesday to Acting IRS Commissioner Daniel Werfel.

The letter to Werfel, which requires a response by June 25, comes on the heels of a lawsuit filed by an unnamed health-care provider against the IRS in California Superior Court.

The lawsuit alleged that 15 IRS agents improperly stole medical records during search of the facility in March 2011, according to a report about the incident from Court House News.

The search warrant the agents were executing, the committee noted in citing the Court House News report, was allegedly limited to financial records of a former employee of the company, not medical records.

“In light of these allegations and in anticipation of the IRS’s increased role in implementing health care under the Patient Protection and Affordable Care Act, we are writing to request information regarding your agency’s ability to both protect the confidential medical information of millions of Americans and respect the safeguards imposed by HIPAA [Health Insurance Portability and Accountability Act],” the letter reads.

The IRS did not immediately respond to request for comment.

On Tuesday, Rep. Jeff Duncan, R-S.C., said on Twitter that he observed IRS agents training with AR-15s, and is investigating the issue, Twitchy said.

“A few weeks ago when I toured a DHS facility I saw #IRS agents training with AR-15’s. I’m looking into the issue now,” he tweeted.

“It’s bad enough that IRS agents have been targeting conservatives. It’s even worse that they plan on hiring 16,500 new agents over the next few years to enforce ObamaCARE. Now, it seems the Obama Administration is turning IRS agents into soldiers for some reason,” said a post at the Liberty Crier.

The revelation comes as members of the House are still investigating the agency’s handling of conservative groups seeking tax-exempt status.

Twitchy said there may be a “perfectly good explanation” why the IRS is training agents to use what gun control advocates like to call an “assault weapon,” but said the news is “more than a little disconcerting.”

“We’re hoping the answers come sooner than later, but the most transparent administration ever has quite a backlog of questions in the queue,” the Twitchy staff wrote.

In response to one Twitter user’s statement, Duncan said he knows the IRS has an enforcement arm.

“But what I’m saying is why do they need stand-off capability?” he asked.

“True, and this applies to the #FDA as well, but you dont see them (YET) training with AR-15’s,” one person said.

“Whether it’s unmanned drones or AR-15s,” Twitchy said, “the growing unease among the public has less to do with the technology at work than a distrust in the people calling the shots — not to mention Vice President Biden’s belief that no citizen needs more than a shotgun.”

The problems with the IRS extend beyond playing politics with conservative groups seeking a tax-exempt status. I have never made this public before, but given the heightened interest in the way the IRS has conducted itself, the time has come to disclose what happened.
Just weeks after Barack Obama was elected president in 2008, I was notified by the IRS that the Catholic League was under investigation for violating the IRS Code on political activities as it relates to 501(c)(3) organizations. What the IRS did not know was that I had proof who contacted them to launch the investigation: Catholics United, a George Soros-funded Catholic organization.

The IRS was contacted on June 5, 2008, to launch a probe of the Catholic League, and the letter sent to me was dated Nov. 24, 2008. The June 5 letter was sent to the IRS by lawyers from Catholics United; it was mailed to Director Marsha Ramirez, director of Exempt Organizations Examinations, and to Lois G. Lerner, director of EO Division.

The “evidence” against me was nothing more than news releases and articles I had written during the presidential campaign on various issues. The lawyers also asked the IRS to question the source of new funding we had received, implying that we received illegal contributions.
The timing is not coincidental. On Oct. 20, I issued a news release, “George Soros Funds Catholic Left,” and on Oct. 23, I wrote another one, “Catholic Left Scandal Mounts”; both mentioned Catholics United. The same day, Oct. 23, I was asked to go on CNN, and when Catholics United found out, they contacted the station trying to spike the interview.
The person who did this was the head of Catholics United, Chris Korzen. He said I was not “an authentic Catholic commentator and representative of the Catholic Church,” and that they should either drop me altogether or put me on with Alexia Kelley of Catholics in Alliance for the Common Good (Catholics United is listed on the 990 of Catholics in Alliance as a related organization; Soros greases this group, and by extension, Catholics United).
The bid to keep me off TV failed. But here’s the key: Korzen was dumb enough to share with CNN the complaint issued by his group to the IRS. The document, which was leaked to me by someone at CNN, matches up extraordinarily well with the IRS complaint of Nov. 24.
In the end, the IRS concluded that although the Catholic League had “intervened in a political campaign,” it was “unintentional, isolated, non-egregious and non-recurring”; our tax-exempt status remained intact. This is false: I intentionally addressed political issues, and did not intervene in the campaign, unless, of course, my freedom to speak about political issues is a violation of the IRS Code. If that is the case, then this IRS unit should fold.
So the problem extends beyond the IRS. It extends to left-wing activists, funded by left-wing tycoons, all for the purpose of silencing conservatives. It’s time someone was held accountable for this obscene political game.

IRS-Target-590-LICleta Mitchell, one of Washington’s most respected elections attorneys, told Newsmax she has tangible proof that high-ranking IRS officials in Washington were fully aware of the agency’s campaign to target conservative groups for heightened scrutiny, despite their denials.

And she thinks the president knew about the practice, too. If proven, she said, it could be an impeachable offense.

Mitchell, in an interview with Newsmax TV on Tuesday, said she was told by a Cincinnati IRS agent that applications by two of her conservative clients were being processed by — and would ultimately be approved or denied in — Washington.

She said she also is aware of nearly 100 other conservative groups that were being targeted by Washington.

“There were nearly 100 groups across the country that got the very egregious set of letters from the IRS that were almost identical and they came from offices all over the country so I know of at least 85 to 90, maybe more, organizations,” said Mitchell, who represents six groups which say they have been targeted, including the King Street Patriots and True the Vote.

“If they had the name ‘tea party’ or they had the word ‘patriots’ or if their mission was smaller government or study the Constitution, believe it or not, that would cause the IRS to say, ‘Oh, we better investigate these groups.'”

She added she had two clients whose group’s purpose was to lobby against Obamacare, both of which received extra IRS scrutiny. And of the clients who have gone public with their claims, they received “incredible scrutiny, voluminous requests for information, documents, almost like having been audited before they even are an exempt organization.”

In the case of one such client, she and her family subsequently became targets for audits to their personal and business tax returns, and were even visited by three different government agencies. She also knows of other groups who had surprise visits from the FBI after they applied for IRS status.

Mitchell said she doesn’t believe the president or the White House was uninvolved in the IRS activities, as the administration has claimed.

“I’ve thought for some time that this is politically motivated and that’s the reason it was happening. And, as I said, I’ve been doing this for more than 20 years and I’ve never seen anything like this until 2009, 2010. And the only thing that changed was we had a different administration,” she said.

“We know the White House used the Department of Health and Human Services to try to silence critics about Obamacare. So if we know they used HHS, why wouldn’t they also use the IRS or other federal agencies to try to silence political critics?”

Mitchell credits Congress for investigating the matter but says they have had limited effectiveness because she believes the IRS has lied even to lawmakers during hearings last year.

“They’ve been very helpful but the fact is, the IRS has lied and covered up, even to the members of Congress,” she said. “The problem is they’ve had hearings — the IRS commissioner basically lied to Congress last year when he appeared before Congress and they asked him about this targeting conservative groups and he said it wasn’t true. Well, no, we find out yes, it was true.”

She added, “They may try to say it was low-level people. It was not low-level people. They weren’t in Cincinnati. It was being directed out of Washington, and I have them on record saying that.”

Mitchell said the IRS practices are in violation of federal law.

She said it’s “a criminal offense to misuse information submitted by a taxpayer or an entity, anybody who submits anything to the IRS. The IRS agents are limited in what they can do with it, the scope of what they can say and do with it. So, clearly, the federal law has been broken.”

Asked whether it would be an impeachable offense if it emerged that the president or his officials were behind the IRS’ practices, Mitchell said, “Well, it certainly was for Richard Nixon 40 years ago this week.”

She added, “Isn’t that ironic? The House of Representatives passed articles of impeachment against President Richard Nixon 40 years ago this week on May 18, and one of those was misuse of the IRS to go after political enemies.”
