19 Key Numbers Republicans Used to Question Planned Parenthood

The fight over Planned Parenthood reached a boiling point Tuesday on Capitol Hill when Cecile Richards, president of the organization, testified before Congress about how the group uses taxpayer dollars. Richards fiercely defended Planned Parenthood from allegations made by House Republicans, which she called “outrageous, “offensive,” and “categorically untrue.”

“The latest smear campaign is based on efforts by our opponents to entrap our doctors and clinicians into breaking the law—and once again our opponents failed,” Richards said in testimony before the House Oversight and Government Reform Committee.

how many body partsThe hearing was called by Chairman Jason Chaffetz in light of  what he called “disturbing” videos that emerged this summer detailing tissue procurement from aborted babies. Yet, during the hearing, committee members spent little time addressing the videos from the pro-life Center for Medical Progress.

Instead, Republican lawmakers focused their questioning on Planned Parenthood’s finances and how the organization spends its $528 million in annual taxpayer funding.

“Does Planned Parenthood really need federal subsidies? Does it need federal dollars?” asked Chaffetz, a Republican from Utah. “As far as I can tell, this is an organization that doesn’t need federal subsidies.”

Democrats, on the other hand, defended the organization and called out Republicans for taking their fight against Planned Parenthood too far.

“You threatened to shut down the government, you ousted your speaker, and now you want to set off yet another select committee to investigate,” Rep. Elijah Cummings, D-Va., said. “Do you really want to do this? Do you really want to align yourself with radical extremists?”

But Republicans didn’t back down. They spent the next five hours peppering Richards with questions over the services Planned Parenthood provides,  travel and party expenses, employee salaries, and “commingling” of 501(c)(3) and 501(c)(4) funds.

Here is a summary of key points addressed in Tuesday’s hearing.

Employee Salaries

Chaffetz questioned Richards about her $590,928 salary in 2013, and her combined income of more than $2.7 million from 2009 to 20013.

“Planned Parenthood is an organization with massive salaries,” Chaffetz said.

Committee members raised concern over reports that more than 40 of Planned Parenthood’s executives earned at least $200,000 in the years 2009 to 2013.

Those include:

  • $459,827: employee at affiliate for Minnesota, North Dakota, and South Dakota.

  • $439,107: employee at Planned Parenthood Hudson Peconic.

  • $398,779: employee at Planned Parenthood of Southern New England.

  • $387,269: employee at Planned Parenthood of Mar Monte.

Democrats shot back, criticizing Republicans for “attacking a woman for making a good salary.”

“My colleagues like to say there’s no war on women,” Rep. Gerry Connolly, D-Va., said, addressing Richards:

Look at how you’ve been treated as a witness. Intimidation, talking over, interrupting, cutting off sentences, criticizing you because of your salary. How dare you? Who do you think you are? Making a professional salary as a head of a premier national organization, and daring to actually make decisions as the head of that organization? Lord almighty, what’s America coming to? Rep. John Duncan, R-Tenn., pushed back, telling Richards: “Surely you don’t expect us to go easy on you because you’re a woman.”

Travel and Party Expenses

Republicans also took issue with the amount Planned Parenthood spends on travel, galas, and real estate. In a memorandum, Chaffetz said the organization spent more than $5 million on travel in 2013, some of which was spent on first-class or charter travel.

“For the record, I do not travel first class,” Richards said.

Republicans also pointed to “blowout parties,” including a “Chocolate Champagne” fundraiser hosted by affiliates, according to reports. They also said Planned Parenthood spent $43.8 million to purchase corporate office space two blocks from Madison Square Garden in New York City.

“The taxpayers are funding over 40 percent of Planned Parenthood—they just have a right to know how this money is being spent,” Rep. Cynthia Lummis, R-Wyo., told Richards. (Emphasis is The Daily Signal’s.)

Richards responded by downplaying the government’s role in funding Planned Parenthood.

“We don’t get a big check from the government,” she said, adding: “We, like other Medicaid providers, are reimbursed for services.”

According to reports, most of Planned Parenthood’s federal funds come from reimbursements from specific health services provided through Medicaid. These reimbursements make up 41 percent of Planned Parenthood’s entire funding.comparison

‘Commingling’ of Health Care and Advocacy Work

In addition to Planned Parenthood Federation of America, which provides services to women through nearly 700 health clinics and affiliates, the organization has a lobbying arm called Planned Parenthood Action Fund, which advocates specific legislation and backs politicians who support those policies.

According to the memo from Chaffetz, “Planned Parenthood has given the Planned Parenthood Action Fund $21,576,629 in grants,” and tax returns “indicate both Planned Parenthood and its affiliates share employees, facilities, equipment, mailing lists and other assets” with the lobbying arm.

Republicans took issue with the structure of the two organizations, arguing that taxpayer dollars “subsidize” political affiliates that routinely back Democrat politicians.

“This is advocacy, lobbying, it’s get out the vote,” Chaffetz said. “It’s the commingling of funds that bothers us. That’s what we’re concerned about.”

Richards denied any wrongdoing but said part of her salary is derived from Planned Parenthood Action Fund. She said she would provide the committee with more information on the matter.

Sending Money Overseas

Republicans also requested more information about Planned Parenthood’s overseas spending.

According to Chaffetz’s report, the organization sent more than $32.1 million outside the U.S. over the past five years. One of those locations was the Democratic Republic of Congo, which Chaffetz said could be a serious issue because the U.S. government has sanctions on that country.

“They’re so flush with cash, they started giving money overseas,” Chaffetz said, sarcastically.

Richards said she would follow up with more information, but that the organization is committed to investing in women’s health services in developing countries.

Republicans pressed Richards on some Planned Parenthood services, including reports that breast cancer screenings declined by nearly 50 percent from 2009 to 2013.

“How many of your affiliates have mammogram machines?” Rep. Mia Love, R-Utah, asked.

“We do not have mammogram machines at our health centers, and we’ve never stated that we did,” Richards replied. Instead, Richards said, the organization provides manual breast cancer screenings and refers women who need a mammogram to other clinics.

She said Planned Parenthood performs about 300,000 abortions a year, and the procedures make up 3 percent of all health services at its clinics.

Republican lawmakers pressed Richards on these numbers, asking how the organization derived the statistics. Lawmakers cited one affiliate that reported receiving $1.4 million from abortion services, or 28 percent of that affiliate’s entire revenue.

“If 2.7 million women are served, according to your testimony … and [Planned Parenthood] annually provided 327,000 abortions last year, according to your report…I do the math … that comes up to 12 percent. So how do you get 3 percent?” Rep. Mark Meadows, R-N.C., said.  (Emphasis is The Daily Signal’s.)

When asked whether stripping Planned Parenthood of taxpayer dollars would affect its abortion services, Richards said, “I can’t think of a specific impact.” However, she said the proposal to defund the organization “would deny people on Medicaid the ability to go to a provider of their choice, and many of them do go to Planned Parenthood for a variety of different reasons.”Bull

In response, Republicans cited  13,000 federally qualified health care clinics, arguing those facilities can provide better, more comprehensive care to women.

Russian military forces start airstrikes in Syria – Ministry of Defense

In accordance with the decision of the Supreme Commander of the Russian Armed Forces, Vladimir Putin, warplanes of the Russian Air Space Forces today [Wednesday] have started an aerial operation, involving  pinpoint strikes on ground targets of Islamic State [IS, formerly ISIS/ISIL] terrorists in Syria,” spokesperson for the Russian Defense Ministry, Igor Konashenkov, said.

The Russia airstrikes are targeting military equipment, communication centers, vehicles, arms and fuel depots, belonging to IS terrorists, Konashenkov added.

Russia’s Rossiya 24 channel said that the first airstrikes were carried out by two Sukhoi Su-24 attack aircrafts “213km north of [the Syrian capital] Damascus” near the city of Hama.

Meanwhile, Syrian state television has named at least seven areas targeted by Russian air strikes. They include areas around the cities of Homs and Hama, which are separated from each other by 44 kilometers.

Earlier, a US official told Reuters that Moscow gave Washington one-hour advanced notice of its operations. The bombing is taking place in western Syria, near the city Homs, the official added.  A Pentagon official also told Russia’s RIA Novosti that Russia urged the US to clear the skies for the operation. US State Department spokesman John Kirby said that Russia indeed requested that American aircraft avoid Syrian airspace during the Russian air missions, but the US military will not comply.

“The US-led coalition will continue to fly missions over Iraq and Syria as planned and in support of our international mission to degrade and destroy ISIL (Islamic State),” Kirby said.Picture1

Following the reports, Vladimir Putin said all Moscow’s foreign partners have been informed about Russian plans in Syria. During his meeting with the government, the president stressed that Russia’s participation in the anti-terrorist operation in Syria is based on international law and is being conducted “in accordance with an official request from the president of the Syrian Arab Republic [Bashar Assad].”


On Wednesday morning, the upper chamber of the Russian parliament unanimously gave formal consent to President Putin to use the country’s military in Syria to tackle Islamic State and other terror groups. The Russian air campaign in Syria is commencing just a few days after Putin’s address at the UN, in which he called for an international anti-terrorist effort in the country. The Russian president also met with US counterpart Barack Obama on the sidelines of the 70th UN General Assembly, with the two leaders agreeing that Moscow and Washington have common interest in Syria.

Senate passes funding bill to avert government shutdown

The Senate voted overwhelmingly Wednesday in favor of a funding bill that would avert a government shutdown and fund federal agencies through Dec. 11. The measure, which also provides emergency funding to fight wildfires and extends the expiring authority of the Federal Aviation Administration, passed the Senate by a vote of 78-20. All Democrats voted for the bill. Sens. Marco Rubio (R-Fla.) and Linsdey Graham (R-S.C.), who are both running for president, missed the vote.

The House is expected to approve the bill later in the day, ahead of the midnight deadline for keeping the government open.

GOP leaders appear to have avoided, for now, the prospect of a government shutdown, which some conservatives had threatened to gain leverage in their effort to defund Planned Parenthood.

The stopgap buys President Obama, Senate Majority Leader Mitch McConnell (R-Ky.), outgoing Speaker John Boehner (R-Ohio) and Boehner’s successor just more than two months to craft a broader year-end spending deal. McConnell and Boehner spoke to Obama last week to lay the groundwork for the budget summit, which leaders hope will set the top-line spending numbers for fiscal 2016 and 2017.

In the meantime, McConnell plans to bring several appropriations bills to the Senate floor and force Democrats to vote on them in a bid to highlight their obstruction. Democrats have vowed to filibuster the spending measures, because they follow the spending caps set by the 2011 Budget Control Act.

“Now that the [continuing resolution] appears to be on track, we can turn back to the last step in the Senate’s normal appropriations process and that is getting the funding bills passed here on the floor,” McConnell said.

Senate Democratic Leader Harry Reid (Nev.) criticized the GOP leader for bringing legislation to the floor that he said has little chance of passing without a budget deal. “We’ve gotten nothing done, Mr. President, nothing done under the leadership,” Reid said, addressing the presiding chair. “I’m reminded what Albert Einstein said when he defined insanity as doing the same thing over and over and expecting different results.”More Evidence

Sen. Ted Cruz (R-Texas), who is running for president, was the Senate’s most vocal advocate for opposing any funding bill that did not defund Planned Parenthood but found little support from fellow Republican senators. Republican colleagues blocked his effort Monday to add a one-year ban on federal funding for Planned Parenthood to the stopgap appropriations measure. The Senate voted 77-19 Monday to advance the continuing resolution stripped of policy riders.

A group of House conservatives plan to follow Cruz and offer an amendment defunding Planned Parenthood to the stopgap when it reaches the Rules Committee later Wednesday. That gambit is expected to fail, as many Republicans have already signaled support for a clean short-term funding measure, but the vote will allow conservatives to formally register their opposition to funding Planned Parenthood.

Forensic Analysis: Planned Parenthood Videos Are ‘Authentic’

how many body partsA forensic analysis of undercover videos about Planned Parenthood’s abortion practices are “authentic and show no evidence of manipulation or editing,” according to a report released Tuesday by Alliance Defending Freedom.

The analysis was completed by Coalfire, a digital security and forensics firm that has worked on civil and criminal investigations. The firm had access to all audio and video investigative footage recorded by the Center for Medical Progress.

The Coalfire forensic analysis removes any doubt that the full length undercover videos released by Center for Medical Progress are authentic and have not been manipulated,” said Casey Mattox, senior counsel at Alliance Defending Freedom. “Analysts scrutinized every second of video recorded during the investigation and released by CMP to date and found only bathroom breaks and other non-pertinent footage had been removed.”

According to the report, the videos only omit footage irrelevant to the allegations such as bathroom breaks.

“Planned Parenthood can no longer hide behind a smokescreen of false accusations,” Mattox said, “and should now answer for what appear to be the very real crimes revealed by the CMP investigation.”

“American taxpayer money should be redirected to fund local community health centers and not subsidize a scandal-ridden, billion-dollar abortion business,” Kerri Kupec, legal communications director for Alliance Defending Freedom said in a statement.

“Planned Parenthood is an organization that cares about one thing: making a profit at the expense of women’s health,” she added. “The investigative videos, whose authenticity was confirmed by the report, show that Planned Parenthood is an abortion-machine whose top executives and doctors haggle and joke about the harvesting and selling of baby body parts. Spokespersons for Planned Parenthood have denied illegal conduct. Last month, the organization commissioned their own analysis of the videos which claimed that the “edited” videos “have no evidentiary value in a legal context and cannot be relied upon for any official inquiries.”What did you say 06.jpg

The Daily Signal previously reported that the firm hired by Planned Parenthood, Fusion GPS, has ties to the Democratic Party, including an effort to expose a group of eight private citizens who donated to a super PAC supporting former Massachusetts Gov. Mitt Romney’s 2012 presidential campaign.
