House Dem IT Suspects Wanted Untraceable Payments — And Sure Enough, Millions Disappeared

A Pakistani family under criminal investigation by the U.S. Capitol Police for abusing their access to the House of Representatives information technology (IT) system may have engaged in myriad other questionable schemes besides allegedly placing “ghost employees” on the congressional payroll.

Imran Awan, his wife Hina, and brothers Abid and Jamal collectively netted more than $4 million in salary as IT administrators for House Democrats between 2009 and 2017. Yet the absence of signs of wealth displayed among them raise questions such as was the money sent overseas or did something other than paychecks motivate their actions?

Capitol Police revoked the Awans’ access to the congressional IT system in February 2017 after a major data breach was detected. Their access had allowed them to read emails and files of dozens of members, including many serving on the House Permanent Select Committee on Intelligence and the House Committee on Foreign Affairs.

House Democrats have been nonchalant about the allegations, with some saying it was just a misunderstanding or the Capitol Police framed the Awans due to Islamophobia.

But official documents, court records and multiple interviews suggest the crew may have engaged in tax fraud, extortion, bankruptcy fraud and insurance fraud and the money could have been funneled overseas. Abid has hired high-profile attorney James Bacon who specializes in anti-money laundering litigation.

The Awans share modest homes, drive unremarkable cars and report little in the way of assets on congressional disclosures. The family owns significant amounts of Virginia rental properties, which are heavily financed, with second mortgages sometimes taken out. It’s unclear where the rental income goes because the Awans insist tenants pay in odd ways.

The Daily Caller News foundation interviewed multiple current and former tenants who said Imran insisted rent be paid in untraceable ways. Many of those TheDCNF interviewed about the Awans asked not to be identified for fear of suffering retaliation by the family, particularly renters to whose homes Imran has keys.

“He only wants cash — for the security deposit, everything. The mortgage is probably $600, we pay $1,800 a month,” one said.

“I would write the rent to all sorts of different people,” another claimed. While still another tenant said the family insisted on blank money orders.

Those interviewed also were puzzled that Congress kept the Awans on the payroll full-time when the family spent months of the year in Pakistan.

The four Awans were each making approximately $160,000 a year on Capitol Hill. Other House IT workers told TheDCNF that the Awans appeared to hold no-show jobs, with bare-bones services provided, and it appeared one person was doing the work for the rest of them.

Cristal Perpignan, a former Awan renter, said Imran instructed her to pay the rent to Imran’s friend, Rao Abbas, who lived in the basement of the home she occupied and was also on the House payroll as an IT worker. But Perpignan said Abbas spent his days at home.

Imran’s wife purchased the home in 2008 for $470,000. A second mortgage was taken out in 2012, and — at least on paper — it was sold to Imran’s 22-year old brother Jamal in November 2016 for $620,000 — $43,000 more than its assessed value.

All but five percent of Jamal’s purchase, $589,000, was financed by the bank, according to records reviewed by TheDCNF. This means the transaction netted the family $119,000 of the bank’s money even as the house remained a rental property, without the ownership ever leaving the family.

According to Wells Fargo, people can’t use a standard mortgage for a rental property. The bank must be told of the intent to use the property as a rental, and the applicant generally is required to make a 20 percent down payment. There are no notes in property records that it was not an arms-length sale.

While the Awans had access to the emails of members of sensitive congressional committees, Abid incorporated a car dealership in Falls Church, Va., with Nasir Khattek, who operated an established car dealership next door. Khattek later said in sworn testimony that the Abid dealership’s financial books were a sham. Abid’s dealership received $100,000 from Ali Al-Attar, an Iraqi politician who practiced medicine in the Washington, D.C. region and is a fugitive from the U.S. Department of Justice. The dealership racked up debts to people who subsequently accused Abid of fraud, according to court documents. Abid filed bankruptcy to discharge the debts, while his family members remained untouched. Khattek testified the dealership was run as a “family business,” with Imran, not Abid, in control.

As some of Capitol Hill’s highest-paid employees, the brothers had to submit financial disclosure statements to Congress, but Abid attested that he had no

liabilities. Imran checked “no” when asked whether his spouse had any income, even though she was making a top salary from the same employer reviewing the disclosure documents.

The disclosures also ask about rental income, but the Awans often listed either no or little rent payments received.

Though people in bankruptcy procedures must sell off their assets to pay creditors, Abid kept two houses by swearing he was separated or divorcing from his wife and living apart. Years later, they are still together.

In January, as their father lay dying, the brothers tried to commandeer assets stored in his name, according to their stepmother, Samina Gilani. They installed listening devices in her house, plugged in a device behind her computer, and forbade her from leaving the house, she said in court documents and interviews. The brothers’ aim was to obtain a power of attorney giving them control of their father’s assets in Pakistan, their stepmother told TheDCNF.

“Imran Awan threatened that he is very powerful, and if I ever call the police again, [he] will … kidnap my family members back in Pakistan,” Gilani said in court documents.

Days before their father died, the brothers badgered him to sign over assets as insignificant as a $5,000 car — assets they didn’t need, according to a relative. The relative speculated the goal was to make their father

desperate enough to sign the Pakistani power of attorney, which would give them access to potentially sizable offshore bank accounts.

They also had their dying father sign a form making Abid administrator of his life insurance policy, though nothing about the change altered Gilani’s position as beneficiary.

However, Jamal falsely attested on the death certificate that his father was divorced, and Abid made himself beneficiary, leading to a lawsuit alleging life insurance fraud. Outside of the Fairfax County court during the case, Abid would say only that “people could harm me,” declining to explain what he meant.

The Capitol Police criminal investigation has gone on for months, but of more than a dozen people with ties to the Awans who were interviewed by TheDCNF, most have not been contacted by officials. Among those investigators have not interviewed is Gilani, even though the brothers allegedly wiretapped and extorted her — behavior that could be highly relevant to the Capitol Hill probe.

A record 16 out of 100 Navy women are reassigned from ships to shore duty due to pregnancy, according to data obtained under the Freedom of Information Act by The Daily Caller News Foundation’s Investigative Group. That number is up 2 percent from 2015, representing hundreds more who have to cut their deployments short, taxing both their unit’s manpower, military budgets and combat readiness. Further, such increases cast a shadow over the lofty gender integration goals set by former President Barack Obama.death-of-a-military

Overall, women unexpectedly leave their stations on Navy ships as much as 50% more frequently to return to land duty, according to documents obtained from the Navy. The statistics were compiled by the Navy Personnel Command at the request of TheDCNF, covering the period from January 2015 to September 2016.

The evacuation of pregnant women is costly for the Navy. Jude Eden, a nationally known author about women in the military who served in 2004 as a Marine deployed to Iraq said a single transfer can cost the Navy up to $30,000 for each woman trained for a specific task, then evacuated from an active duty ship and sent to land. That figure translates into $115 million in expenses for 2016 alone.

“This is an avoidable cost and expense, leaving a gap for other people to pick up the work slack,” Eden said. “A pregnancy takes you out of action for about two years. And there’s no replacement,” said Elaine Donnelly, president of the Center for Military Readiness, a nonpartisan public policy organization. “So everybody else has to work all that harder,” adding that on small ships and on submarines, “you really have a potential crew disaster.”engineering

Navy Lt. Cmdr. Nathan Christensen told TheDCNF the Navy tries to plan for the unplanned.

“Just as we deal with other unplanned manning losses due to injury or other hardships, we work to ensure that pregnant service members are taken care of and that commands are equipped to fulfill their missions when an unexpected loss occurs,” he said.

In January 2015, 3,335 women were pregnant aboard military vessels, representing about 14 percent of the 23,735 women then serving such duty, according to the data. But by August 2016 that number reached nearly 16 percent, an all-time high. The Navy reported 3,840 of the 24,259 women sailors who were aboard Navy ships were pregnant.Not okay

The Obama administration understated the pregnancy problem throughout its eight years and even suppressed some data about the impact of its “gender-neutral” policies on the Navy. For decades, for instance, the Navy published results from exhaustive surveys of 25,000 men and women in a document called the “Navy Pregnancy and Parenthood Survey.” The reports once were 75 to 100 pages long and disclosed attitudes among men and women and their behavior.  However, the Obama administration published only brief two to three-page summaries from 2012 onward.of-course-they-did

A civilian attached to the Navy Personnel, Research, Studies and Technology group, which researched and published the surveys, told TheDCNF full reports were completed regularly even though it’s detailed findings were not released to the public. The individual requested anonymity.

“The military has been tight lipped over the years about these numbers. They don’t like to publicize them,” Eden told TheDCNF.

The Navy has been dogged for years by lingering claims that some women get pregnant simply to avoid deployment.

We all know that happens. Women do it to avoid deployment,” Eden told TheDCNF.

“There do seem to be coincidences,” said Donnelly. “There is a lot of anecdotal evidence.”

“This information is considered so sensitive. You just don’t talk about it. And you don’t ask. It’s just something that everybody knows occurs. Don’t ask, don’t tell,” Donnelly said. She served on the Defense Advisory Committee on Women in the Services and on the Presidential Commission on the Assignment of Women in the Armed Forces.picture1

The sudden departure of pregnant women aboard military vessels severely hurts military readiness and morale for those left behind and who must pick up the slack. The expecting sailors must be transferred from a ship after the 20th week of pregnancy. The Navy officially considered pregnancy incompatible with military service and women who became pregnant were automatically discharged, according to The Alliance for National Defense. However, with the introduction of the all-volunteer military, the Navy provided many lucrative incentives to men and women — including free housing, medical care, recreation and educational opportunities.

But women got additional benefits, including free prenatal care, daycare, counseling, and special education for toddlers and children with disabilities or for other “special needs.”What did you say 07.jpg

“Since benefits offered to recruits who are women are so very generous, it almost becomes an incentive,” said Donnelly. “One feminist advocate many years ago referred to the military as a ‘Mecca for single moms.’”

“I think there are so many carrots. The military has become a modern-day jobs program,” Eden said.

Obama during his eight years in office sought to increase dramatically the number of women on ships. In May 2015, Admiral Michelle Howard announced a quota of 25% women on all ships. “We’re going back and looking at the ships — all of them — and what percentage of women are on the ships. Over time, we’ll modernize them to make sure we get to about 25 percent on each ship,” she said.death-of-a-military

Former Navy Secretary Ray Mabus in September 2015 pushed the new policy, stating that the Navy SEALs and all other combat jobs in the Navy should be open to women, with no exemptions as part of the Pentagon’s new “gender-neutral” employment policy.engineering

Eden believes the policy of increasing women on ships results in failure. “It’s bad policy when you think of ships that have to be battle-ready and then have to transfer women off for pregnancy — something that has to do with controlled behavior or voluntary behavior,” she said.

It is unclear how President Donald Trump’s Secretary of Defense Jim Mattis will handle women in the military. He has been a skeptic, but also said during his confirmation hearing he would support a combat role for women.

Libs Who Want To Move To Canada Blocked By Its Strict Immigration Policies

Liberals seeking to move to Canada because they are unhappy with the election results are finding that Canada won’t take them because its immigration policies exclude those who won’t contribute to the economy. One of the policies of President Donald Trump that has some Democrats claiming they want to jump ship is his pledge to limit immigration from people whose lives in America would be dependent on welfare. Trump promises “extreme vetting” before accepting immigrants or refugees.

But Democrats looking to move from the U.S. to Australia, Canada and other wealthy English-speaking nations are learning that those nations already have similar policies.

A top law firm known for obtaining Canadian visas for U.S. citizens says there are three main ways to get in: by having in-demand job skills, by owning a business or having a high net worth, or by having relatives already there.

Canada’s official immigration page also sets a high bar, listing opportunities to “immigrate as a skilled worker,” “immigrate by starting a business and creating jobs” or “immigrate by investing in the Canadian economy.” The website had so many visitors immediately after Trump’s win that the server crashed.

It also maintains a refugee category, but targets people who have already been displaced “outside their home country,” and not those who want to move from their home country to Canada. Canada is willing only to be a last resort for refugees; such candidates are not eligible if they “have another durable solution for protection, such as an offer to be resettled in another country.” Even then, the nation known for its hockey and its Maple syrup then asks individual Canadians to pick up the bill, by either voluntarily funding the program or taking refugees in to their own homes. Individuals must be “selected as a government-assisted or privately sponsored refugee, or have the funds needed to support themselves and any dependents after they “arrive in Canadapicture7

Canada does have a special program for Syrian refugees and accepted 40,000 since November, 2015, about four times as many as the U.S. during the same time-span under former President Barack Obama.

As one hysterical liberal lamented on Facebook, “What are the actual implications of these Executive Douche Orders? Should I just pack my bags and move to Canada?” After researching the Canadian immigration system, the individual posted that he had determined that “ironically,” as an artist who could not afford to buy property and only rented a loft in Brooklyn, Canada had no desire in taking him in.picture8

Canada’s rules could be one reason Al Sharpton — who has failed to pay debts, including taxes — reneged on a promise to move there following Trump’s win. Lena Dunham also backtracked on her pledge to relocate, in spite of her assets.

Energy Dept. Defends Obama’s Climate Action Plan By Firing Honest Scientist

solid-foundation-600-wlogoDepartment of Energy (DOE) officials withheld information from Congress to advance President Barack Obama’s Climate Action Plan and fired an employee who honestly and thoroughly answered legislative staff’s questions, a congressional committee investigation found.

DOE officials, including Noelle Metting, met with staff from the House Science, Space and Technology and Senate Energy and Natural Resources committees in October 2014 to discuss pending legislation the agency opposed. DOE wanted to suppress information to kill support for the bill, science committee Republicans revealed in a report Tuesday.

Metting was later fired because she “refused to conform to [DOE management’s] predetermined remarks” and provided “candid and complete information” in response to the committees’ questions, the report said.

“Instead of providing the type of scientific information needed by Congress to legislate effectively, senior departmental officials sought to hide information, lobbied against legislation, and retaliated against a scientist for being forthcoming,” Science, Space and Technology committee Chairman Lamar Smith, a Texas Republican, said in a statement.

The report added: “The DOE’s actions constitute a reckless and calculated attack on the legislative process itself, which undermines the power of Congress to legislate,” the report continued. “DOE’s disregard for separation of powers is … an institutional problem that must be corrected …”

The October 2014 briefing regarded DOE’s Low Dose Radiation Research Program (LDRRP), which studies how small radiation exposures effect humans. Its research assists in the medical field and plays a role in forming evacuation plans in the event a terrorist detonates a radioactive dirty bomb.

The briefing was intended to help lawmakers make an informed decision about pending legislation that would codify the LDRRP program in statute and require a report concerning low-dose radiation’s effects.

But DOE management opposed the legislation — instead preferring to close the program to focus on Obama’s Climate Action Plan — and used the opportunity to lobby against the bill, according to the science committee’s report. The agency could reroute funding to programs related to the Climate Action Plan by closing LDRRP.

“DOE placed its own priorities to further the president’s Climate Action Plan before its constitutional obligations to be candid with Congress,” the report continued.

Metting’s immediate supervisor, Todd Anderson, was intended to lead the briefing, since he “may be better at staying on message,” Julie Carruthers, a DOE senior technical advisor, said in an email.Leftist Propagandist

Similarly, Anderson needed “to brief the Senate folks so they don’t develop their own bill,” Sharlene Weatherwax, a DOE associate director, wrote in an email to Anderson.

“DOE management developed a scheme to withhold information from congressional staff,” the report said. “Dr. Metting was directed to omit information from a presentation to congressional staff given during the briefing.”

DOE managers also wanted to “muzzle” Metting — then-LDRRP’s program manager, the report said. “Prohibiting federal employees from providing information and communications with Congress is also a violation of the Anti-Lobbying Act.”

Regardless, Metting provided “too much information in response to questions from committee staff” that “provided supportive evidence to continue the LDRRP,” so management “retaliated against Dr. Metting,” the report said.partyof-deceit-spin-and-lies

The investigation was spurred after Metting and her attorneys contacted the committee in late 2015 and provided an account of the events that followed the October 2014 briefing. The committee then obtained DOE documents and communications regarding LDRRP.

DOE has since reinstated Metting after she took legal action, a committee aide said in a press briefing.

donersIra Magaziner, the CEO of the Clinton Health Access Initiative, asked former President Bill Clinton to thank Morocco’s King Mohammed VI for “offering his plane to the conference in Ethiopia.”

“CHAI would like to request that President Clinton call Sheik Mohammed to thank him for offering his plane to the conference in Ethiopia,” Magaziner gushed in a November 22, 2011 email released by WikiLeaks.

Clinton frequently has expected free, luxurious private jet travel during his post-presidential life. Clinton, his wife and daughter have artfully secured free air travel and luxurious accommodations since they left the White House. It’s an effective way to accept gifts of great value without declaring them for the Clinton Foundation.

“It’s highly illegal and it’s likely that the owners of these aircraft took tax deductions as a gift to the Clinton Foundation,” Charles Ortel, a Wall Street analyst and critic of the Clinton Foundation, told The Daily Caller News Foundation.

In the Moroccan case, Clinton was able to fly for free, jetting 3,367 miles from Rabat, Morocco, to Addis Ababa, Ethiopia on the King’s specially equipped 747-400 jumbo jet. Clinton was traveling to attend a conference organized by Sheikh Mohammed Hussein Al-Amoudi, an Ethiopian-Saudi billionaire who is the second wealthiest man in Saudi Arabia. The sheikh has donated up to $10 million to the Clinton Foundation.

But neither the Clinton Foundation nor CHAI have listed any “non-cash contributions” — such as free jumbo jet travel — on their 2011 tax return for the free use of the aircraft.

Clinton also stayed in 2014 at a five-star hotel in Jaipur, India on official Clinton Foundation business and stayed in a $13,900 per night villa — which was not itemized on the foundation’s tax returns. There are a large number of other free trips and expensive perks Clinton and his family have enjoyed, many from foundation donors.

Vinod Gupta, former CEO of InfoUSA, was sanctioned by the Securities and Exchange Commission (SEC) for using company assets – such as cars, yachts and luxury vacations — without approval from the board or any other authorized party. He was later fired and fined $9 million. But Gupta also gave “Clinton and his family” $900,000 worth of free air travel on the company jet, according to the SEC. One free Gupta trip in 2002 was for Bill, Hillary and Chelsea Clinton to fly free to Acapulco, Mexico for a family vacation, according to a New York Times report.

Another InfoUSA jet ride was for Democratic nominee Hillary Clinton to travel to New Mexico that cost $18,480. A group called “Friends of Hillary” paid a paltry $2,127 for the trip. Gupta has contributed up to $5 million to the foundation, according to the Clinton Foundation.

The Saudi Crown Prince in 2004 — now King Abdullah bin Abdul Aziz — gave Clinton his personal Boeing 767 to fly with 20 of his best friends to Davos, Switzerland to attend the annual global gabfest led by the world’s business kingpins, according to Joe Conason, a Clinton supporter and author of the new book “Man of the World.” The Saudi king has donated more than $25 million to the Clinton Foundation.

Clinton also traveled numerous times free of charge on film producer Stephen L. Bing’s Boeing 737. Bing has donated up to $25 million to the foundation

The former president has flown on Ron Burkle’s private jets through Central Asia, India and China, and Clinton pocketed $15 million to be a part of Burkle’s Yucaipa Partners hedge fund. While at Yucaipa, Clinton became a business partner with United Arab Emirates Prime Minister Sheikh Mohammed bin Rashid al-Maktoum and his Dubai Investment Group. The Dubai Foundation and the United Arab Emirates have each contributed $5 million to the Clinton Foundation.

Perhaps the most notorious freebie flights were when Clinton flew 26 times on the private jet owned by sex offender Jeffrey Epstein. His aircraft, dubbed the “Lolita Express,” was supposed to be equipped with a bed for sex with underage girls. On at least five occasions, Clinton dumped his Secret Service detail for the flights, according to Fox News.

State Department-Funded Nonprofit That John Kerry Had ‘No Role’ In Was Founded In His Home

A nonprofit created in Secretary of State John Kerry’s upscale Boston home and managed by his daughter Vanessa Kerry has received more than $9 million from the Department of State, a Daily Caller News Foundation investigation has found.Partyof Deceit Spin and Lies

Seed Global Health was founded at 19 Louisburg Sq in Boston’s Beacon Hill, tax forms indicate. News reports show that’s Kerry’s home address, which Zillow estimates is worth nearly $18 million. Kerry’s wife, Teresa, is an heir to the Heinz family fortune.

Beacon Hill is the most expensive block in Boston, with median home values estimated at $6.7 million in 2015, a Boston Globe affiliate reported. The Boston Business Journal ranked Kerry’s house the third most valuable home in the city in 2013.

The Department of State has funneled more than $9 million through the Peace Corps to Seed since 2012, TheDCNF previously revealed. The money is awarded under the Global Health Service Partnership (GHSP) – a Peace Corps-run and State Department-funded program that Vanessa Kerry created in conjunction with officials from both agencies.Partyof Deceit Spin and Lies

Seed has never been required to compete with other organizations for the funding. It recruits medical volunteers for overseas service.

Democratic presidential nominee Hillary Clinton headed the Department of State when Seed formed and received its initial public funding in 2012. John Kerry chaired the Senate Committee on Foreign Relations as a democratic senator representing Massachusetts. That panel has oversight of both the Department of State and the Peace Corps.

Seed eventually moved into a Massachusetts General Hospital office – Dr. Kerry’s primary employer – tax forms show. Her father replaced Clinton as secretary of state in February 2013.

The Department of State funded an extension for Seed’s contract in 2015, even though the nonprofit couldn’t meet the original agreement’s terms. John Kerry announced GHSP’s State Department-funded expansion at a December 2014 event, and even bragged about the partnership between the Peace Corps and his daughter’s nonprofit. A frustrated federal judge ordered the State Department to begin producing within five days hundreds of documents on whether required or recommended security training, briefings or courses were completed by former Secretary of State Hillary Clinton and her top aides.

Judge Richard Leon ruled Tuesday in favor of The Daily Caller News Foundation by rejecting the State Department’s motion to dismiss TheDCNF’s Freedom of Information Act lawsuit concerning production of the documents originally sought under the Freedom of Information Act. But he also denied TheDCNF’s request to depose State Department officials.

The State Department has been unable to produce any records confirming that Clinton and her top aides received mandatory annual security briefings about the proper handling of classified materials and the proper methods for conducting secure communications.

In addition to Clinton, TheDCNF seeks the same records for former Clinton Chief of Staff Cheryl Mills, Deputy Chief of Staff Huma Abedin and Advisor Jacob Sullivan.

Leon has been impatient with State Department foot-dragging in releasing the documents. He ordered the department to release one third of the 400 documents by Sept. 26 and the rest of them by Oct. 10.

Bradley Moss, one of the attorneys representing TheDCNF, said “Judge Leon’s Order made clear his frustration with the State Department’s continued obstruction of the FOIA process. State will either meet his deadline or face the consequences of failure.”

FBI Director James Comey told reporters in a July 7 news conference he regarded the former secretary of state as a “careless” federal official when she set up a private and unsecured email server in her New York home. Comey did not end up recommending prosecution of the former secretary of state.

National Security Agency officials were aghast to learn early in Clinton’s term that she insisted on using an unsecured personal Blackberry phone within the confines of her State Department office. Unsecured digital devices are banned from the secretary’s office.

State Department officials admitted in a July 29 response to TheDCNF that their failure to produce the requested documents meant the “courses were not completed” by Clinton or her aides.

Department officials balked at searching computer hard drives in Clinton’s executive offices or in security offices where security awareness training is arranged for all of the department’s 45,000 employees and foreign service officers.

In an Aug. 31 hearing, Leon told Justice Department Attorney Jason Lee the documents should be released before the November election.

“I’m sure you can appreciate Mr. Lee, there is a certain time sensitivity on this issue,” Leon said. “We’re looking down the barrel of a presidential election from now in two months.”
