On December 18, 2014, President Obama signed an executive order creating the President’s Task Force on 21st Century Policing. In May 2015, the task force came out with its Final Report, which is commonly given the title “21st Century Policing.”

One of the report’s recommendations, which the Obama-friendly media fixated on, concerns greater restrictions on transfers of military equipment to local police agencies. However, as we reported in a related article (“What’s Happening to Our Police?“), the new “accountability” rules will not explicitly reduce the flow of war materials to law enforcement, but simply place more federal controls over local police. Moreover, the new Obama rules regarding military gear were just one component of a broader set of recommendations issued by Obama’s plan for “21st Century Policing” — the overarching theme of which was promoting increased federal control over law enforcement.

Police State 02While speaking to a group of police at a carefully stage-managed event in Camden, New Jersey, the president also touted some of his other efforts to exert more control over police — officers who, in accordance with the Constitution, are supposed to serve and be accountable to local communities and the wishes of local citizens, not the mandates of the White House. Among other schemes, Obama boasted of his administration’s alleged efforts to “fight crime,” improve relations between police departments and the communities they serve, and promote “transparency.” He also touted a White House “data initiative” aimed at prodding police departments into following federal “guidelines” on data and body cameras.

Finally, Obama also celebrated federal “grants” created by the administration to promote and fund the implementation of dubious forced compliancepolicies associated with “community policing strategies.” Those federal grants, of course, along with others, are at the heart of Obama’s efforts to nationalize everything from healthcare and education standards to law enforcement. Among the schemes to be promoted with the new grants are national standards for police departments receiving federal funds. Some critics have started describing the plot as “Common Core for police,” a reference to the Obama administration’s Department of Education efforts to bribe states into imposing the deeply controversial national K-12 school standards and the associated federal testing regime. The effort also comes just a few months after United Nations Secretary-General Ban Ki-moon, citing Ferguson, demanded that American police submit to “international standards.”

DHSAccording to a report by Obama’s task force released in March, two tentacles of the Department of Justice, the Office of Community Oriented Policing Services (COPS) and the Office of Justice Programs, “should provide technical assistance and incentive funding to jurisdictions” that adhere to the White House plan, “in return for receiving federal funds.” The report also called for uniform federal standards for data collected by local police departments, and much more.

Even before citing militarization of police as an excuse to usurp more control over local police, Obama was celebrating the recommendations of his task force, and demanding rapid implementation. “I’m going to be asking Eric Holder and the Justice Department and his successor to go through all of these recommendations so that we can start implementing them,” he explained. “I know one area that’s going to be of great interest is whether we can expand the COPS program that in the past has been very effective, continues to be effective, but is largely underfunded.”

American GestapoThe recommendations offered a “great opportunity” to “really transform how we think about community law enforcement relations,” Obama said. “We need to seize that opportunity,” he continued, echoing the “never let a crisis go to waste” rhetoric of other statists. “This is something that I’m going to stay very focused on in the months to come.” He certainly was not kidding.

Just weeks after the report was released, the administration unveiled a list of six U.S. cities targeted to serve as “pilot sites” to develop and deploy federal guidance for local police — all of it supposedly to create “better procedures, reduce racial bias, and regain citizens’ trust.” The plan, officially dubbed the “National Initiative for Building Community Trust and Justice,” will use U.S. taxpayer dollars to deploy “experts” and “researchers” charged with training officers to act in a manner that the DOJ deems just — in essence doing the bidding of the Obama administration. Officially, the Justice Department will be helping local officials “fight crime” under the scheme, according to news reports.

5eaf0-mastering-the-human-domainInitially, the program, which will cost American taxpayers almost $5 million, will aim to “assess” the relationship between local police and the communities they serve. Then, the DOJ squads will work to develop plans supposedly aimed at enhancing “procedural justice,” reducing bias, and supporting “reconciliation in communities where trust has been eroded,” the Justice Department said in a statement announcing the plan. With more than two-thirds of Americans saying in a survey that the federal government is “out of control” and a “threat” to their liberties, it was not immediately clear how “trust” would be “restored” by deepening federal involvement.

The first six cities to be targeted as pilot sites will be Birmingham, Alabama; Fort Worth, Texas; Gary, Indiana; Minneapolis, Minnesota; Pittsburgh, Pennsylvania; and Stockton, California. Fort Worth Mayor Betsy Price described the program as “a tool to strengthen our partnership with the justice system.” But other police departments are also in the cross hairs. According to the official announcement, an unspecified number of “police departments and communities that are not pilot sites” will also be targeted for more DOJ “training” and “technical assistance.”

It bears mentioning that the DOJ,  which supposedly will guide local law enforcement in proper procedures, has in burkerecent years been exposed training state and local police to view citizens’ speech as potential indicators of terrorism — including among damning public expression mundane matters such as bumper stickers promoting the Bill of Rights or a U.S. withdrawal from the UN. Ironically, at the time of the announcements on pilot cities, the DOJ was being led by disgraced Attorney General Eric Holder, who was held in criminal contempt of Congress for trying to stonewall an investigation into the administration’s “Fast and Furious” scheme to arm Mexican drug cartels.

The efforts to further nationalize and federalize law enforcement are also in line with Obama’s campaign rhetoric about building a “civilian national security force that’s just as powerful, just as strong, just as well-funded” as the U.S. military. And critics say the agenda should be ringing alarm bells nationwide.

“Americans everywhere should be very concerned about oversight of local police agencies,” explained former detective Jim Fitzgerald, the national field director for The John Birch Society, the parent organization of this magazine. The constitutionalist group, which has chapters in all 50 states, has been running a campaign for decades called “Support Your Local Police and Keep Them Independent.” The effort is meant to, among other goals, protect local communities from having their police departments turned into tentacles of an all-powerful federal government.

Comming Soon 02“These steps to exercise and take control over police departments should raise a red flag among police officials and give deep concern to anyone who understands the history of national police forces,” continued Fitzgerald. “Have we so soon forgotten the Gestapo and the KGB, both national police agencies, that terrorized the citizens of Germany and Russia and led to the imprisonment and deaths of tens of thousands of innocent men and women? Has there ever been a national police force that benefited the citizens who live under it? Never!”2

Of course, the nationalization of police did not begin with Obama, and it probably will not end with him. So-called fusion centers, pairing local and state officials with federal bureaucrats under the sprawling “Homeland Security” banner, have been in place since the George W. Bush administration. And a broad range of DOJ offices and programs has been quietly expanding federal control over police for decades. But the trends are accelerating, and the endgame is becoming more clear.

police under fire coverDecentralized government is one of the cornerstones of America’s freedom and its constitutional system of federalism. Even if Obama’s radical plans to nationalize police departments were not unconstitutional, though, history provides numerous examples showing why national policing is not just unwise, but extremely dangerous to liberty. Congress must rein in Obama, and in the meantime, state and local governments should refuse to surrender self-government to an out-of-control White House in exchange for unconstitutional federal bribes. The American people, if they hope to preserve liberty and self-government, should work to support their local police, and keep them independent;

Extortion 17 Bombshell: America’s Special Forces are Under Command of Foreign Entities

muslim-obamaExtortion 17 was the call sign of a chinook helicopter carrying 17 Navy SEALs, who were a part of SEAL team six (who allegedly took out Osama bin Laden), along with a few Army Rangers, National Guard Pilots and at least 7 unknown Afghan soldiers. In a recent book, author and former Navy JAG officer Don Brown had outlined things about the largest one-day loss of life in the Afghan ware that many simply refuse to report on. In an exclusive interview, Brown, told Freedom Outpost that is looking at all of the relevant evidence that his conclusion is that American Special Forces in Afghanistan have, in essence, been under the command of the Afghan government.

Don Brown confirms the interview that I conducted in August of 2012 with Billy Vaughn, father of fallen Navy SEAL Aaron Vaughn, who told me that the Obama administration had an agreement with the Afghanistan government to allow them to see everything that was going on with US troops, including Special Forces.Head in Hands 01

The group in Afghanistan who oversee US operations is called Operational Coordination Group (OCG). The group is comprised of Afghanis, who are involved in all the intelligence that the Special Ops do and are involved in the planning and even carrying out of missions. A major problem in all of this is the fact that not one person that is a part of the OCG is properly vetted. In fact, the military has confirmed that Pakistanis have even infiltrated the OCG. This is also part of the same problem US troops are facing in a growing number of green-on-blue attacks that have left many of our men dead.

“This OCG group actually has the authority to squash a mission that our military needs to have performed, if they want to,” Vaughn said. “So in theory, we’ve placed our men under the authority of the government of the Islamic Republic of Afghanistan. It’s treacherous and it’s treasonous for our government and this administration to allow this to go on.”

At the time of our interview, Vaughn told me that when the Special Operations missions were being conducted in Afghanistan there were a mere 56 missions occurring each month. However, by the time that Obama took command of the situation in 2010 that number had tripled to 186 missions per month. Just prior to the downing of Extortion 17, Special Forces were force to conduct 335 missions… per month!

“We have forced our special operators and our general purpose aviation into very compromising situations by placing them together and having to do these missions together,” Vaughn told Freedom Outpost. “It limits the special operators in what they are able to do and what they have been trained to do and endangers their live. Obviously, it endangers the lives of the general purpose forces, who were never trained to fly special operations missions.”insane

Obviously, this puts a tremendous amount of unnecessary pressure upon our most elite forces in the US military. But there’s more.

At the time, Vaughn told us that there were not only Afghans embedded with our Special Forces, but that that Afghan government also had oversight into all of their missions.

Brown points out in his book Call Sign Extortion 17: The Shoot-Down of SEAL Team Six that exhibit 1 of the Colt Report, regarding the involvement of Afghanistan in US mission planning, demonstrated that there was a particular testimony by the J3 officer in which he said, “Likewise you see on the left there the OCG. We made some real money with the OCG; they are the Operations Coordination Group and they assist us with the planning, and the vetting, and de-confliction of our operation. Likewise once we are done executing the operation they are able to send the results report, the result of the operations up through their various administrates. They are made up of the ANA, Afghan National Army, the National Director for Security, as well as the National Police Force. They are here on site.’ (pg. 259)Liberalism a mental disorder 2

The J3 officer’s testimony in exhibit 1 affirms that the Afghans have visibility on every operation conducted in their country, thus putting our men at risk.

IO-DEP: So, they have visibility on every operation?

TFJ3: Every operation.

IO-DEP: So they knew about the operations. 

TFJ3: Oh yeah.

IO-DEP: And they were briefed on it.

From pages 6 and 7 of the Colt report:

IO-DEP: So they have the ability, do they have approval authority on that, to cancel an operation?

TFJ3: Technically they do, they don’t exercise it, but technically they do have authority.

IO_DEP: So they either task or approve the operation.

TFJ3: Yep. So again another critical enabler as we move more towards Afghanization, as we move towards empowering Afghans, it will be a critical player as well, and we have- that we’re figuring those two units as well as the Task Force, those are our primary concerns with transition forward.

Keep in mind that Vice President Joe Biden and former Secretary of Defense Leon Panetta had made major national security breaches by revealing the identity of SEAL Team 6 in the raid on the bin Laden compound.

Brown points out on page 261 of his book the oddity in all of this.

“You have an invading power, the United States, conquering a country, Afghanistan. Then, after conquering, the country and deposing of the Taliban-supported government, while its forces still occupy the country (Afghanistan), and when the country is still the conquering power, at a time when the country is full of enemy insurgents anxious to kill forces from the conquering power, the conquering power cedes control and information over to the native forces of the conquering power, simply trusting, blindly that there will be no breaches of security from the native forces. That’s what the United States did – foolishly ceded control and access to Top Secret information to the Afghan government.” (pg. 261)

The problem in all of this is that the US attacked country it claimed was behind the 9/11 attacks and at the heart of those attacks was Islam. We know now that the current Karzai government, along with the Obama administration, wants to befriend and welcome the Taliban as part of the new government. Does any of this strike Americans as not only odd, but treasonous? Furthermore, does it not endanger the lives of America’s finest in foreign lands and is this transfer of power unconstitutional, making the commander-in-chief guilty of yet another impeachable offense?

Under the guise of “restoring trust” between communities and police departments that have been militarized by the federal government, the Obama administration’s Justice Department announced this month that it had selected six U.S. cities to serve as pilot sites, to develop and deploy federal guidance for local police to create better procedures, reduce racial bias, and regain citizens’ trust. The plan, which is controversial because it is line with Obama administration goals to further nationalize and federalize local law enforcement, has been officially dubbed the “National Initiative for Building Community Trust and Justice.” It will use U.S. taxpayer dollars to deploy “experts” and “researchers” charged with training officers to act in a manner that the DOJ deems just — in essence doing the bidding of the Obama administration. Sceptics’ have pointed to past precedent and deemed the plan dangerous. Among other deeply troubling elements, in the past the Justice Department’s “training” schemes for state and local police have included, as The New American reported in 2012, teaching officers to associate mainstream political activism, such as conservative bumper-sticker displays on cars, with “terrorism” and “extremism.”Picture1

Ironically, the next year, the DOJ itself was exposed working with an anti-Christian extremist group, the Southern Poverty Law Center, that had inspired a confessed terrorist to attempt a mass-murder attack on a pro-family group. The year after that, the Justice Department came under major fire for funding a New York “community group” that was involved in a rap video promoting the murder of police officers. Indeed, since Obama took office, the administration has been pumping out a non-stop barrage of propaganda demonizing tens of millions or even hundreds of millions of Americans as “extremists” and potential “terrorists,” owing to their mainstream political views. The administration has also consistently vilified police who were accused of abusing their power, even before investigations were concluded.Comming Soon 02

Indeed, there’s little reason to believe that this latest effort by Obama’s DOJ has as its actual goal the increased professionalism of police.

Attorney General Holder has been repeatedly lambasted for his own anti-police extremism, including publicly making accusatory comments about police officers before investigations into the facts of controversial behavior have taken place. He was also held in criminal contempt of Congress — the first sitting DOJ boss in history to face such a serious measure — after trying to unlawfully cover up the administration’s “Fast and Furious” gun-running program for Mexican cartels. Guns from that scheme, which official documents show was aimed at pushing more assaults on gun rights, resulted in the deaths of multiple U.S. law-enforcement officers. Holder has successfully avoided prosecution so far, but the contempt citation remains in effect and carries a potential jail sentence. Numerous other mega-scandals have plagued Holder’s tenure as well.    Propaganda Alert

Now, the DOJ boss wants even more control over your local police department. “By helping to develop programs that serve their own diverse experiences and environments, these selected cities will serve on the leading edge of our effort to confront pressing issues in communities around the country,” Holder said.

It was not immediately clear why or under what authority Holder thinks the Obama administration should control local police, rather than allowing them to be overseen by local voters and officials, as has traditionally been the case in the United States and other free nations. Other DOJ officials, though, offered the official rationale for the ongoing takeover and erosion of self-government. “Restoring trust where it has eroded is one of the defining public safety challenges of our day,” argued Assistant Attorney General Karol Mason of the Office of Justice Programs, apparently without a trace of irony (more than two-thirds of Americans say the federal government is “out of control” and a threat to liberty — hardly an indicator of public trust). “Trust-building is the responsibility of the police and the community, and the National Initiative’s goal is to build the bridge that will define a new era in public safety.”more evidence

MArxist indocrinationThe latest announcements surrounding the controversial Obama-police scheme occurred, supposedly by coincidence, just 13 hours after two police officers were shot in Ferguson amid ongoing tensions there — tensions inflamed by DOJ claims of police racism and injustice in Ferguson. “Incidents like the one we have witnessed throw into sharp relief why conversations like the one we convened today, to build trust between law enforcement and community members, are so important,” claimed Holder. Outlines of the DOJ’s plan were first presented in September of last year after a Ferguson police officer, who has since been cleared of criminal wrongdoing in multiple investigations, shot and killed Michael Brown.

In its official announcement, the Justice Department offered few details about the real scope of their planned activities, but it is clearly wide-ranging. “The three-year grant has been awarded to a consortium of national law enforcement experts from John Jay College of Criminal Justice, Yale Law School, the Center for Policing Equity at UCLA and the Urban Institute,” the March 12 press release stated. The “Urban Institute” is a far-left federally funded “think tank” that also receives funding from the Rockefeller Foundation and other establishment sources.Picture1

Meanwhile, the announcement tried to undermine skeptics’ worries about new anti-conservative dogma by the government: “The initiative is guided by a board of advisors which includes national leaders from law enforcement, academia and faith-based groups, as well as community stakeholders and civil rights advocates.” Which “civil rights advocates” were involved was not made clear, though race-profiteers and incendiary extremists such as Al Sharpton have strong links to the administration and its efforts to federalize law enforcement.   Pro Race Baiters

Emperor Obama“In a holistic approach, the initiative simultaneously addresses the tenets of procedural justice, reducing implicit bias and facilitating racial reconciliation,” the release continued, again without any suggestion of irony even as the administration comes under increasing fire for fomenting and exploiting the racial unrest in need of reconciliation. “The initiative complements and is advised by other Justice Department components such as the Office of Justice Programs, the Office of Community Oriented Policing Services [COPS], the Office on Violence Against Women, the Civil Rights Division and the Community Relations Service.” Many of those DOJ units, of course, have come under heavy criticism as even former Justice Department officials lambaste Holder for packing them with politicized radicals.Welcome to the Obama

tyrantsEfforts to calm a worried public will likely go to no avail because the recent selection of six pilot cities for the controversial policing schemes came less than a week after Obama’s “Task Force on 21st Century Policing,” created by unconstitutional executive decree, announced its plans to impose “national standards” on state and local law enforcement across the nation. Essentially, in exchange for unconstitutional federal bribes, the Obama administration plans to in effect further nationalize and federalize local and state police departments — a process remarkably similar to the unconstitutional schemes used to foist the Common Core nationalization of K-12 education on over 40 states.

More than a few critics of Obama’s efforts to further nationalize and federalize law enforcement — a state and local responsibility under America’s constitutional system — noted that the scheming was in line with his campaign rhetoric about building what he called a “civilian national security force that’s just as powerful, Obama tearing up the constitutionjust as strong, just as well-funded” as the U.S. military. Separately, opponents of the plan noted that Congress revealed in an official 1961 report that communist operatives in the West and particularly in the United States were working hard to nationalize American police forces. Of course, national police forces — from the KGB to the Gestapo — have always been a hallmark of tyranny.

The controversial Obama administration demands for national standards for police, meanwhile, came just a few months after United Nations boss Ban Ki Moon, exploiting the chaos in Ferguson, called for American police to obey “international standards.” Like Ban, the Obama administration seized on the unrest in Missouri — much of it bankrolled by billionaire statist George Soros, it later emerged — to push burkehis radical agenda to strip communities of control over their own police departments. Of course, the Obama administration, and previous presidents, have also been showering local law enforcement with military weaponry — ironically one of the purported justifications for the further federalization of policing.

The constitutionalist organization that publishes this magazine, The John Birch Society, has for decades been running a nationwide campaign to “Support Your Local Police and Keep Them Independent.” From lobbying Congress to cut off the funds and educating the public about the Constitution, to working with state and local officials to stop the federal bribes with “strings” attached, there are many ways to fight back against the establishment’s efforts to impose a national police force accountable to Washington, D.C. politicians and bureaucrats rather than local communities. As Obama and Holder work to usurp all control over law enforcement from local citizens, Americans who hope to remain free under the U.S. Constitution must ensure that the administration’s plot is defeated. Not only is it unconstitutional, history shows it is extraordinarily dangerous.
